Mathew Anderson, Minot, charged with murder; Whitney Racine charged with accomplice to murder

Judge Stacy Louser set bond at $1 million cash or corporate surety on Friday for Mathew Richard Anderson, 34, of Minot, who is charged with Class AA felony murder in the shooting death of Wade Goodale, 42, of Minot.

Police announced on Friday afternoon that Whitney Faye Racine, 35, has been charged as a co-defendant in the case as an accomplice to murder. Racine has not yet made an initial appearance on the charge.

Police said earlier they were called to a southeast Minot residence after receiving a report of an altercation early Thursday morning. When they arrived, they found that Goodale had been shot. CPR and medical treatment were administered, but were unsuccessful and Goodale was later pronounced dead at Trinity Hospital.

No police affidavit had been filed with the court as of 1:30 p.m. on Friday afternoon, when Anderson was brought before the judge for his initial appearance, and Louser demanded to know why and told Ward County Assistant State’s Attorney Christopher Nelson to go to his office and bring back an attorney who was prepared to answer questions. He returned with Ward County Assistant State’s Attorney Breezy Schmidt, who told the judge that the affidavit was lying on the desk of Ward County State’s Attorney Roza Larson and had not yet been filed because the Minot Police Senior Officer Carmen Asham, the lead investigator, was waiting to arrest a co-defendant. Louser said that had no bearing on whether there was probable cause to hold Anderson in custody and told the prosecutor to provide the affidavit to her immediately and to file the affidavit with the district court. The State Supreme Court ruled last month that a probable cause determination has to be made within 48 hours of a defendant’s arrest and he or she must be brought before a magistrate or released. Louser told the prosecution and Anderson that this rule must be followed by the North Central District Court.

Schmidt told the judge that Anderson is alleged to have planned the crime and then beat and shot Goodale, who did not die immediately but suffered. She also asked for a no contact order between Anderson and an unidentified woman as part of the bond order.

A preliminary hearing for Anderson has been scheduled for April 7 before Judge Todd Cresap.
