Drug task force arrests three for fentanyl distribution

A Williston woman, and a man and woman from Detroit, Michigan, have been charged with a variety of felonies related to the illegal distribution of fentanyl.

Rebekkah Denise Webb, 29, Williston, is charged with two counts of possession with intent to deliver fentanyl, conspiracy to deliver a controlled substance-fentanyl, all Class B felonies, unlawful possession of drug paraphernalia and possession of fentanyl-second offense, both Class C felonies, and refusal to halt, a Class B misdemeanor.

Webb is listed as a co-defendant along with Frank Bernard Norris-Whetstone, 36, Detroit, and Fatmeh A. Wazne, 46, who are both charged with possession of fentanyl with intention to distribute and conspiracy to distribute fentanyl, both Class B felonies.

According to court documents, Webb was arrested on March 5, after Ward County Drug Task Force officers used a confidential informant to make a controlled purchase of 50 fentanyl tablets for $1,000 from Webb. The informant was taken by Webb to a southwest Minot residence on Tuesday afternoon, and delivered 50 blue M30 stamped fentanyl tablets.

Task force officers performed a traffic stop and Webb fled the vehicle on foot before being caught. Investigators found 15 more tablets in her possession, along with other paraphernalia and $500 of the funds provided by the task force for the controlled purchase.

Officers then executed a search warrant of the address, finding two individuals in the apartment identified as Norris-Whetstone and Wazne. Officers found a bag with six blue M30 tablets, paraphernalia and other items documenting narcotics transactions.

Officers also found $17,536 in a suitcase which also contained Norris-Whetstone’s Michigan ID card, the other $500 from the controlled purchase and four cellular phones.

According to the probable cause affidavit, Wazne denied any knowledge of narcotics delivery, saying she was just traveling with Norris-Whetstone from Detroit. The affidavit noted that a vehicle connected to Wazne had been involved in a crash while Norris-Whetstone was driving and fled following the crash. Wazne allegedly contacted Minot Police claiming she had been the driver of the vehicle, which investigators suspected to be involved in a narcotics delivery and was later reported stolen in Detroit by the renter.

All three will appear for their preliminary hearing on April 11.

Webb also made her initial appearance in North Central District Court with allegedly stealing video game consoles and using stolen bank cards at local businesses.

Webb has been charged with theft of property, burglary and two counts of unauthorized use of personal identifying information, all Class C felonies.

The theft case against Webb stemmed from a report in November 2023 that a southeast Minot residence had been burglarized, with three video game consoles valued at $1,649.95 reported as stolen.

According to court documents, investigators were able to match the serial numbers for the consoles to three items sold to Rock 30 Games, who identified the seller as Webb.

A subsequent report from Jan. 11 led investigators to another reported burglary where a wallet was stolen, along with another video game console valued at $349 that was also found to have been sold to Rock 30 that same day. Webb and an unnamed male were captured on the businesses security footage selling the item, and footage from the victim allegedly showing Webb in his residence on the day in question.

According to court documents, a third victim reported a charge of $254.94 on their bank statement at Walmart in Minot which they did not authorize on Dec. 16, 2023. The victim reported their home had been burglarized on Dec. 7, 2023, noting the theft of many items including their credit card. Investigators reviewed Walmart’s security footage and identified Webb as the individual using the stolen credit card.

A fourth victim reported the theft of their wallet as well in December 2023, who closed their cards after they discovered an unauthorized transaction of $73.54 at a local gas station. Employees of the station called Minot Central Dispatch after the individual returned, who was later identified as Webb by investigators.

Webb’s next court date for this matter is her initial appearance scheduled for April 11.
