On January 11, 2022, Otter Tail

Power Company (OTP) filed an application for a certificate of public

convenience and necessity. OTP

proposes to acquire and operate the

existing Ashtabula Wind III wind

generation facility. Ashtabula III is a

62.4 MW wind project in Barnes

County, North Dakota.

The issues to be considered in this

matter are:

1. Whether public convenience and

necessity will be served by OTP’s

ownership and operation of the facilities.

2. Whether the applicant is fit, willing, and able to provide service.

Those interested are invited to comment on the application in writing.

Persons desiring a hearing must file

a written request identifying their interest in the proceeding and the reasons for requesting a hearing. Comments and requests for hearing must

be received by March 18, 2022. If

NOTICE OF OPPORTUNITY FOR

HEARING

February 2, 2022

On January 5, 2022, Otter Tail

Power Company (Otter Tail) filed an

application to change its Renewable

Resource Cost Recovery (RRCR)

rates. The new rates reflect project-

ed costs through March 2023 related

to investments in the Ashtabula and

Langdon Wind Energy Facilities and

the Merricourt Wind Energy Project.

Otter Tail proposes to decrease the

RRCR from the current charge of

11.825 percent to 7.108 percent effective April 1, 2022. The effect of

the rate change on the bill for a

residential customer using 1000

kWh per month is a decrease of

$3.23 per month.

The issues to consider in this

proceeding are:

1. Whether the investments and associated costs for the resources

qualify for recovery,

2. Whether the incurred costs are

reasonable and prudent, and

3. Whether the rate adjustments are

consistent with the terms of Otter

Tail’s tariff.
