NOTICE IS HEREBY GIVEN that
the City of Minot (Owner) is request-
ing Bids for the construction of the
following Project: Rivers Edge Drive
– Outfall.
Bids for the construction of the Pro-
ject will be received and accepted
via electronic bid (vBid) through
QuestCDN until Thursday, May 12,
2022 at 11:00 AM local time. Bids
will be viewed and read via video
conference at 11:00 AM. Mailed or
hand delivered bids will not be
opened or considered. Link for the
video conference is provided at
www.questcdn.com.
The Project includes the following
Work: Material, labor, tools, and
equipment required for installing rip
rap, manholes and storm sewer
pipe, and other related work.
Digital project bidding documents
will be available at
www.questcdn.com. You may down-
load the complete set of digital docu-
ments for a nonrefundable fee of
$55 by locating inputting eBidDoc

Each bid must be accompanied by a
bidder’s bond in a sum equal to 5%
of the full amount of the bid execut-
ed by the bidder as principal and by
a surety, conditioned that if the
principal’s bid is accepted and a
contract is awarded to the principal,
the principal, within ten (10) days
after the notice of the award, shall
execute a contract in accordance
with the terms of the bid and the bid
bond, and any conditions of the City
of Minot, as required by law. A coun-
tersignature of a bid bond is not re-
quired. If the City of Minot elects to
award a contract to the lowest
responsible bidder, and the lowest
responsible bidder does not execute
a contract within ten (10) days, the
bidder’s bond will be forfeited to the
City of Minot, and the City of Minot
may award the project to the next
lowest responsible bidder.
Each bidder must possess a valid
North Dakota contractor’s license for
the full amount of their bid, as re-
quired by Section 43-07-07 of the
North Dakota Century Code. Each
bidder MUST enclose a copy of their
Contractor’s License or Certificate of
Renewal, issued by the North Dako-
ta Secretary of State, and each
license must be valid and dated at
least 10 days prior to the date set for
bid opening, as required under Sec-
tion 43-07-12 of the North Dakota
Century Code.
No bid may be read or considered if
it does not fully comply with the bid-
ding requirements of Section
48-01.2 of the North Dakota Century
Code, and any deficient bid submit-
ted will not be opened.
The City of Minot reserves the right
to hold all Bids for a period of 30
days after the date of the bid open-
ing, to reject any or all Bids and to
rebid the project until a satisfactory
bid is received, and to waive any in-
formality or irregularity in any Bid.
The City of Minot is a Title VI com-
munity and requires that all con-
tracts entered into with the City of
Minot comply with all Civil Rights Act
of 1964 Title VI assurances. The as-
surances prohibits discrimination on
the basis of race, color, and national
origin. Specifically, 42 USC 2000d
states that “No person in the United
States shall, on the ground of race,
color, or national origin, be excluded
from participation in, be denied the
benefits of, or be subjected to
discrimination under any program or
activity receiving Federal financial
assistance.” In addition to Title VI,
there are other Nondiscrimination
statutes which include: Section
162(a) of the Federal-Aid Highway
Act of 1973 (23 USC 324) (sex), Age
Discrimination Act of 1975 (age),
and Section 504 of the Rehabilita-
tion Act of 1973/ADA of 1990 (disa-
bility). Taken together, these re-
quirements define an over-arching
Title VI/Nondiscrimination and ADA
Program. Title VI and the additional
Nondiscrimination requirements are
applicable to programs receiving
federal financial assistance due to
the Civil Rights Restoration Act of
1987.
There are two Presidential Executive
Orders that place further emphasis
upon the Title VI protections of race
and national origin. Executive Order
12898 ensures nondiscrimination
against minority populations by
discouraging programs, policies, and
activities with disproportionately high
and adverse human health or en-
vironmental effects on minority and
low-income populations. Executive
Order 13166 directs recipients of
Federal financial assistance that to
ensure compliance with Title VI,
they must take reasonable steps to
ensure that limited English proficien-
cy persons have meaningful access
to their programs.

extra-territorial jurisdiction. Deadline
to apply is Wednesday, May 11,
2022 at 4:30 p.m. Applications may
