pany is presently soliciting competi-
tive Lump Sum Bids for the Magic
City Campus – FACS & VoTech Re-
model project. This portion of the
project consists of renovating FACS
and Lab classrooms including
demolition, drywall, installation of
new finishes & casework, fire
suppression, mechanical, electrical,
and plumbing work.
Sealed bids will be received until
1:00 PM local time on Thursday
March 31st, 2022 at the address not-
ed below. Bids received after this
time will not be considered. Bids will
be opened at the Minot Public
Schools District Office and publicly
read aloud.

Mayor Sipma also congratulated the
Minot High Boys Swim and Dive
Team on their win at State, the
Minot High Boys Basketball team for

introduced Lance Meyer, City En-
gineer, and presented him with a
plaque from FEMA for our Category
6 rating.
The City Manager provided a written
update describing events and activi-
ties for various departments. Harold
also mentioned to council that they
should look for invitations for a Trini-
ty and City Hall Renovation Tour.
The City Attorney submitted a writ-
ten report.
Chief John Klug reported on the de-
nial by stating the applicant has
been denied due to previous domes-
tic violence charge and the ordi-
nance reads this charge should
result in a denial of this type of
licensing.
Alderman Pitner moved the City
Council ratify the decision to deny a
City of Minot Taxi Driver’s License to
Michael Pace based on his disquali-
fying criminal record.

Alderman Podrygula questioned
Stephen Joersz, Traffic Engineer,
about the attention to these particu-
lar areas and the impact to traffic the
road diet will have. Stephen dis-
cussed the timeframe due to the
Chip Seal project. Stephen also
mentioned that 16th Street showed it
has 9,000-12,000 vehicles traveling
it daily. There has actually been a
decrease over the years on the
usage of 16th St. most likely due to
the North Bypass completion and
the opening back up of Broadway
after the bridge construction.
Stephen also mentioned that the
road diet might not work for all of
16th St. but these areas specified
would be a good fit for this process.
This will help unify the speed of traff-
ic. Alderman Podrygula questioned
whether it would uniform the speed
to be faster or slower in these areas.
Stephen thought it would slow down
the speed just a bit making it safer
for traveling. Lastly, Alderman Po-
drygula, proposed the idea of doing
the all-in-one process change or
phasing the road diet in process.
Stephen said that it would have a
significant cost factor to do it all at
once due to diamond grinding in
some areas. The process of dia-
mond grinding could cause some
confusion on the markings in the
change to the road diet as well.
Alderman Jantzer addressed the
bike lane and if it would be an all
year bike lane that would be clear in
the winter. Stephen said that the in-
tent is to keep the bike lane clear but
depends on the snow events if it will
be accessible all year round. Alder-
man Jantzer wanted Stephen to dis-
cuss the center turn lane. Stephen
said that most traffic would do North
left turns due to the destinations in
the area.
Alderman Ross inquired about if the
NW development was considered in
the study. Stephen believed that
21st Ave would have more of an im-
pact with the new high school and
that this has been a thought in the
back of his mind. He mentioned that
the boundaries for the new high
school might make a difference for
the NW development. Mayor Sipma
mentioned that with the elementary
school on 16th it will make more
sense for people accessing the new
high school to use the bypass.
Alderwoman Evans asked Stephen
to explain what would happen if the
road diet is a hated change. Stephen
just said it would be an easy change
of pavement markings. Alderman
Pitner spoke on how this traffic
change makes sense and how he is
happy to see this change for the
areas involved. Mayor Sipma men-
tioned that this will also help for
Perkett Elementary traffic 2 times a
day and how this will help with ac-
cident reduction. The Mayor and
Alderman Podrygula also mentioned
that it will be important to educate
the public about this traffic change.
Alderwoman Evans lastly asked
Stephen Joersz about how he will
study the impact after the project is
complete. Stephen mentioned that it
would take a couple years to do a
study so that he could get the proper
sample size to study the traffic
accidents/incidents in these areas.

Council approve to convert 16th St.
W from 4th Ave NW to 2nd Ave SW
from a four/five-lane roadway to a
three-lane roadway with bicycle
lanes as part of the 2022 City of
Minot Street Seal maintenance pro-
ject; and approve to convert 16th St.
W from 2nd Ave SW to Burdick Ex-
pressway W from a four/five-lane
roadway to a three-lane roadway
with bicycle lanes as part of the
2025 North Dakota Department of
Transportation Urban Roads project.

on marijuana. Chief Klug mentioned
that Mace is not trained on marijua-
na and neither will this new K-9.
