Douglas Bell, Minot, charged with kicking, spitting at police officer

Douglas Ray Bell, 41, Minot, is charged in district court in Minot with kicking and spitting at a police officer who arrested him on Sunday night. The offense is a Class C felony.

According to the probable cause affidavit filed with the court, Bell had a no bond bench warrant in another case. Police responded to a southwest Minot residence after Bell’s brother called police and said his brother refused to leave the residence. Police informed Bell he was under arrest and Bell refused to comply and said he wasn’t going to jail. Police handcuffed him on the couch as Bell resisted. Police had to carry him outside by his arms as Bell refused to stand up. They placed him outside on the grass so an officer could move his patrol car closer to Bell. While Bell was on the ground, he kicked Officer Matthew Pappenfus. Another officer and Pappenfus got Bell on his feet and took him to the patrol vehicle. Bell swore at the officers, turned his head and spit twice in Pappenfus’s face.

Pappenfus wrote that he had to seek medical advice about what he should do after he was exposed to Bell’s body fluids.
