deadline for technical questions is
close of business on March 26,
2020. Bidders must submit bids in
separate envelopes for General
Construction work (IFB 20-09),
Mechanical Construction work (IFB
20-10), Electrical Construction work
(IFB 20-11) or Total Combined Con-
struction (IFB 20-12). The Office of
the Adjutant General will allow the
submission of a single prime bid for
the complete project in compliance
with NDCC 48-01.2-06. The com-
bined bid from a single prime (IFB
20-12) will not be accepted unless
that bid is lower than the combined
total of the lowest responsible multi-
ple bids for the project.
IMPORTANT: Davis-Bacon Wage
Rates shall apply to this project.

submitted in duplicate copy on the
forms provided by the Owner and
enclosed in a sealed opaque en-
velope upon which there is disclosed
the necessary information as re-
quired by the Supplementary In-
structions to Bidders. Each bid shall
be accompanied by a separate
sealed opaque envelope containing
a bidder’s bond made payable to

as principle and by a surety com-
pany authorized to do business in
North Dakota, in a sum equal to five
percent (5%) of the bidder’s highest
total bid combination, including all
add alternates to the bid items; con-
ditioned that if the bidder’s proposal
be accepted and the contract award-
ed to him, he within ten (10) days
after notice of such award, will effect
and execute a contract in accor-
dance with the terms of his bid and a
contractor’s bond as required by law
and the regulations and determina-
tions of the Owner. AIA Document
A310, Bid Bond, is provided in the
electronic project manual and should
be used to execute the bid guaran-
tee. In compliance with Section
43-07-12 of the North Dakota Centu-
ry Code, each contractor submitting
a bid must have a copy of his North
Dakota Contractor’s License or certi-
ficate of renewal thereof issued by
the Secretary of State enclosed in
the bid bond envelope; must be
licensed for the highest amount of
his total bid combination including
add alternates; and such license
must have been in effect at least ten
(10) days prior to the date of the bid
opening. No bid will be read or con-
sidered which does not fully comply
with the provisions herein as to bid
bond and contractor license, and
any deficient bid submitted will be
resealed and returned to the bidder
immediately. The Owner reserves
the right to hold all legitimate bids for
a period of thirty (30) days after the
date fixed for the opening thereof. It
is the intent of the Owner to award a
contract to the lowest and best
bidder. The Owner further reserves
the right to reject any and all bids
and to waive irregularities, and shall
incur no legal liability for the State
for the payment of any monies until
the contract is awarded and ap-
proved by the proper authorities. In
compliance with Section 48-01.2-10
of the North Dakota Century Code,
the successful bidder shall be re-
quired to furnish payment and per-
formance bonds covering the faithful
performance of the Contract and the
payment of all obligations
thereunder, and all additional obliga-
tions required by the laws of the
State of North Dakota. Each bond
shall be in an amount equal to the
full contract sum.

In accordance with federal regula-
tions, North Dakota State Superin-
tendent of Public Instruction, Kirsten
Baesler, has announced that the
North Dakota Department of Public
Instruction (NDDPI) is making avail-
able for review the draft of the State
Eligibility Requirements document
for Part B of the Individuals with
Disabilities Education Improvement
Act (IDEA 04). The State’s initial ap-
plication for Federal fiscal year
(FFY) 2020 funds under Part B of
the IDEA is available on the NDDPI

Public Law 108-446, Individuals with
Disabilities Education Improvement
Act (IDEA 04) has recently been
amended. The purpose of the Act
and Eligibility Requirements docu-
ment is to assure that children with
disabilities and their parents are pro-
tected, to assist states in providing
for the education of all children with
disabilities, and to assess and as-
sure the effectiveness of efforts to
educate children with disabilities. By
submitting the initial application for
Federal fiscal year (FFY) 2020, the
NDDPI assures the U.S. Depart-
ment of Education, that required re-
visions or additions to State policies
and procedures have been made
available for public comment.

NOTICE IS HEREBY GIVEN the
Park District of the City of Minot,
North Dakota will receive bids at the
office of AMKO Advisors, LLC, Far-
go, North Dakota until 10:00 a.m.,
CT, Tuesday, April 21, 2020, for the
purchase of the above Bonds. The
Board of Park Commissioners will
meet on Tuesday, April 21, 2020 to
consider the bids. The Bonds will be
dated on or about May 5, 2020, and
will mature on May, 1 in the years
and amounts set forth below:

Interest on the Bonds will be pay-
able semiannualy on each May 1
and November 1, commencing No-
vember 1, 2020. The Bonds matur-
ing in 2028 and therafter shall be
callable at the option of the Park
District on May 1, 2027, and any
date therafter at a price equal to the
principle amount thereof plus ac-
crued interest. Bids may use a com-
bination of serial and term bonds.
One rate per maturity expressed in
integral multiples of 1/20 or 1/8 of
1%, in non-descending order. Bids
must be at a price not less than
$3.284,975 (98.5%) plus accured in-
terest. The Bonds will be designated
as qualified tax-exempt obligations
under Section 265 of the Internal
Revenue Code. The Bonds shall be
issued in accordance with and pur-
suant to the authority granted to the
Park District by Section
21-03-07(11), N.D.C.C., and the
Park District will dedicate such an
amount as is necessary to provide
for the payment of the principle at
maturity and the interest when due
on the Bonds from the tax levy au-
thorized by Section 21-03-15,
N.D.C.C., which dedication shall
continue in affect and may not be
discontinued by the Park District un-
til the principle and any accrued in-
terest on the Bonds have been paid
in full or defeased in accordance
with the provisions of the authorizing
resolution. Bids must be accom-
panied by a certified check,
cashier’s check, surety bond, or
bond draft in the ammount of
$33,350. Proceeds of the Bonds will
be used to finance the cost of con-
structing certain park improvements.

ta. The Park District reserves the
right to adjust the total issue size of
the Bonds. The Park District
reserves the right to reject any and
all bids, to waive any informailty in
any bid and to adjorn the sale. No

after the time specified for opening.

The Fort Berthold Housing Authority
is requesting proposals for (32) 2, 3

be approximately 1400-1700 square
