NOTICE TO CUT TALL WEEDS OR
GRASS
Property owners in the City of Minot
are required to mow weeds or grass,
before they exceed 8 inches tall,
under Chapter 22 (Nuisances) of the
City of Minot Code of Ordinances. If
the tall weeds or grass on a property
is determined to be in excess of 8
inches tall, such weeds or grass
must be cut within 48 hours. Other-
wise, the City of Minot will arrange
for cutting; and the cost of such work
will be assessed against the proper-
ty. No further notice to individual
property owners is required under
Chapter 22. Any questions regarding
tall weeds or grass cutting pro-
cedures should be directed to the
Public Works Department at
857-4140.

thirty days after the opening of bids
and the written contract executed

reserve the right to reject the bid of
any bidder if determined it would not
be in the best interest of the project

The Bid Forms shall request infor-
mation pertaining to the contractor’s
place of business, experience with
similar projects, and information
demonstratiing bidder’s qualifica-
tions for the project, ability to com-
plete the project, and financial ability
to complete the project. In evaluat-
ing bids, the Owner and CMAR will
consider the costs and bidder’s
responsibility, experience, qualifica-
tions, ability to perform the work, re-
liability, and financial ability.

MINOT CITY COUNCIL –
SCHEDULED MEETING – JULY 6,
2020 AT 4:00 P.M.
Members Present: Evans, Jantzer,
Olson, Pitner, Podrygula, Ross, Sip-
ma Members Absent: None
Mayor Sipma presiding and led the
City Council in the Pledge of Allegi-
ance. Mayor Sipma stated the next
item on the agenda would be an ex-
ecutive session. The topic of this ex-
ecutive session is City Manager
Contract: Pending Predictable Litiga-
tion – Attorney Consultation and Dis-
cussion of Potential Litigation Stra-
tegy and/or Guidance for Negotia-
tion Strategy/Instructions. The legal
authority for closing this portion of
the meeting is Pursuant to Authority
of N.D.C.C. 44-04-17.1, 19.1, and
19.2. The topic or purpose of this ex-
ecutive session is to seek and re-
ceive legal advice relating to the
contract. Olson moved Pitner
seconded and was carried unani-
mously to move to an executive ses-
sion. The Mayor then stated the exe-
cutive session will be recorded and
all members of the governing body
are reminded to limit their discussion
during the executive session to the
announced topic. Any collective de-
cision, collective commitment, or
other final action by the governing
body must occur after it reconvenes
in an open meeting, unless final ac-
tion is specifically required by law to
be taken during the executive ses-
sion. The prohibition on taking final
action during the executive session
did not apply to providing guidance
or instructions to our attorney or
negotiator. Mayor Sipma asked the
members of the public attending the
meeting to leave the room. He stat-
ed, the Council anticipated adjourn-
ing the executive session, and
reconvening the open portion of the
meeting at approximately 5:30 pm.
The executive session began at 4:03
pm and was attended by all
members of the City Council, as well
as the Mayor, City Clerk, City Attor-
ney, HR Director, Finance
Director/Acting City Manager, Public
Information Officer, Attorney Randall
Bakke (via telephone) and Jeff Cahill
of NDIRF (via telephone). At 5:04
pm, Pitner moved Olson seconded
and was carried unanimously to ad-
journ the executive session and re-
turn to the regular City Council
meeting. The public was invited to
return to the meeting room with the
City Council meeting back in ses-
sion. There was no final determina-
tion during the Executive Session
and no action necessary during the
open meeting. There being no furth-
er business, Jantzer moved Pitner
seconded and was carried to ad-
journ the meeting at 5:05 pm. AP-

A public hearing of an application by
Dakota Midland Grain of Voltaire for
a Anhydrous Ammonia storage tank
will be held during the Ward County
Commission meeting on Tuesday,
July 21, 2020 at 9:00 am in the
Ward County Commission
Chambers of the Ward County Ad-
ministration Building. The purpose of
the request is approval of a Depart-
ment of Agriculture anhydrous am-
monia storage and offloading tank
on the following described property:
Outlot 1 of NW4 & N2SW4
Persons wishing to be heard on the
proposed Department of Agriculture
Storage tank permit will have the op-
portunity to address the County
Commission during the hearing. In-

NOTICE OF OPPORTUNITY FOR
HEARING
July 8, 2020
On June 5, 2020, Northern States
Power Company (NSP) filed an ap-
plication for approval of modifica-
tions to its Transmission Facility
Cost Recovery Tariff. The Tariff
modification is intended to clarify the
methodology used to annually
true-up the recovery of qualifying
costs in the Transmission Facility
Cost Recovery Rider.
The issues to be considered in this
proceeding are:
1. Are the proposed changes rea-
sonable?
2. Is there other relevant information
the Commission should consider?
Persons desiring a hearing must file
a written request identifying their in-
terest in the proceeding and the rea-
sons for requesting a hearing. Com-
ments and requests for hearing must
be received by August 22, 2020. If
deemed appropriate, the Commis-
sion can determine the matter
without a hearing.
