Where is the common sense?

Oh, boy. Blu on Broadway. Underground parking with apartments built on top. Where have we heard this before?
And a lot of assumptions. The residents won’t have cars. They won’t have more than one car.
Just once, could I read a story with common sense being a part of it? The planning commission actually planning? The city actually being led?
Too much to ask, I’m sure, but I can always hope.
