Arrest made hit-and-run incident

One person was arrested by Minot Police following an investigation into a hit-and-run incident in a southwest Minot business parking lot which injured a woman on Monday.

According to a release from the City of Minot, police were dispatched along with an ambulance to the scene of the incident, where an eye-witness reported a victim had been struck by a vehicle. Officers headed toward the incident and observed two vehicles leaving at a high rate of speed.

The investigation determined the incident began with an argument over money, and involved two vehicles driven by Ion Renardo-Remus Paliu, 19, Minot, and Ion Bascracea, 48, Minot. The two men allegedly were using their respective vehicles to strike the other’s vehicle in the parking lot.

At one point in the altercation, Bascracea allegedly accelerated in the direction of the female victim and Paliu’s vehicle multiple times, striking the victim with the front of his vehicle. The female victim was transported to a Minot hospital for treatment for non-life-threatening injuries sustained during the incident.

Paliu was charged with reckless endangerment, a Class C felony, and reckless driving, a Class B misdemeanor. Bascracea was charged with reckless endangerment, a Class C felony; aggravated reckless driving, a Class A misdemeanor; and leaving the scene of an accident involving personal injury, a Class A misdemeanor. Both men were known to each other, according to the release, and were transported to the Ward County Jail.

The incident is still under investigation.
