General Notice
Owner is requesting Bids for the
construction of the project listed
above. Bids for the construction of
the Project will be received at
Garrison City Hall located at 1 West
Central Avenue, PO Box 459,
Garrison, ND 58540 until February
4, 2022 at 10:00 a.m. local time. At
that time, the Bids received will be
“publicly” opened and read. The Pro-
ject includes the following Work:
Rehabilitation of existing water treat-
ment plant and addition on to the ex-
isting water treatment plant. Bids will
be received for the following Con-
tract:

Each bid must be accompanied by a
bidder’s bond in a sum equal to 5%
of the full amount of the bid execut-
ed by the bidder as principal and by
a surety, conditioned that if the prin-
cipal’s bid is accepted and a con-
tract is awarded to the principal, the
principal, within ten (10) days after
the notice of the award, shall exe-
cute a contract in accordance with
the terms of the bid and the bid
bond, and any conditions of the City
of Garrison, as required by law. A
countersignature of a bid bond is not
required. If the City of Garrison
elects to award a contract to the
lowest responsible bidder, and the
lowest responsible bidder does not
execute a contract within ten (10)
days, the bidder’s bond will be for-
feited to the City of Garrison, and the
City of Garrison may award the pro-
ject to the next lowest responsible
bidder. Each bidder must possess a
valid North Dakota contractor’s
license for the full amount of their
bid, as required by N.D.C.C. §
43-07-7. Each bidder MUST en-
close a copy of their Contractor’s
License or Certificate of Renewal, is-
sued by the North Dakota Secretary
of State, and each license must be
valid and dated at least 10 days pri-
or to the date set for bid opening, as
required under N.D.C.C. § 43-07-12.

included in the Bidding Documents.

The regular meeting of the Lewis
and Clark School Board was called
to order at 7:07 pm in the NSP
boardroom. Board members present
were Pank, Schepp, Brown,
Schilla, Lautenschlager and
Erickson. Absent was Deaver. Also
present were Superintendent Ritte-
man, Principal Lahti, Principal Gerd-
ing and Business Manager
Schenfisch.

Motion was made by Brown/Pank to
approve 3 additions to the agenda.

Mr. Ritteman presented the Athletic
Director’s Report. No items to report.
Mr. Ritteman presented the following
superintendent items:
A. AG-Open Meeting Complaint-
Discussion about the 2 complaints
made against
Lewis & Clark School District.
Letters were presented to board
members by Erickson
and reviewed by board members.
Mr. Ritteman has 2 response letters
to be mailed to
AG by December 17, 2021.
B. Co-op update- Committees are
being formed for each school to de-
cide the best plan
for each school for future sports.
Discussion of why Speech and Play
were put into
Athletics and dissolved when these
are academics. Mr. Ritteman will
contact the
NDHSAA to have the academics of
Speech and Play to still have a co
op. Sports
schedules will be presented at the
February board meeting.
Motion by Schilla/Brown to form the
committees for each school for the
future sports.

Will revisit at January board meeting
D. Resignations: Motion by
Schepp/Brown to accept the resig-
nation of Brooke Storro-Lewis and
ClarkBerthold as Kindergarten
teacher effective December 17,
2021. All yes. MC
Discussion occurred on how that
position will be filled.
Motion by Brown/Schepp to accept
the resignation of Melissa
Lahti-Lewis and ClarkBerthold Ele-
mentary Principal at the end of
2021-2022. All yes. MC Discussion
of filling that position occurred.
Options of K-12 Assistant principal,
Dean of students or
Elementary principal. Motion made
by Lautenschlager/Pank to allow
Mr. Ritteman to create or hire a new
position at his discretion. All yes.
MC E. ESSER funds: Mr. Ritteman
presented 2 proposals for use of
funds. First being an interventionist
at Lewis and Clark- Berthold,
second is construction at Lewis and
Clark- NSP in the kitchen area. Dis-
cussion about previous contractors
and contacting
the contractors to see if available to
re bid on this project. The contrac-
tors being EAPC and ENGTECH.
Motion by Schepp/Lautenschlager to

Mr. Ritteman is to contact
ENGTECH
F. Taxable Valuation: Valuations for
2019, 2020, 2021 were presented
and discussed.
G. Website: Discussion was in re-
gards to the older version of BLACK-
BOARD that the
district is currently using. An updat-
ed version is needed or using a new
company called Apptegy. Prices
were presented and discussion
occurred.
Motion by Lautenschlager/Brown to
purchase Appegy with Esser funds.

Principal reports were given by Mrs.
Gerding and Mrs. Lahti.
Mrs Gerding presented the following
items-Kevin Locke-Art in Resident
grant, AR reading program,
Donations from the Plaza Communi-
ty Club to NSP, NSP-PTO Christ-
mas wish tree, K-12 Music concert
success.
Mrs. Lahti presented the following
items- Bomber buddies Shopping,
ornament making activity, donuts
with Dads, the upcoming Christmas
program and Library with Mrs. Lahti.
School Board items
Discussion opened by Schilla on the
athletic division of the district. What
is best for the kids? What is the
philosophy of a Co-op? Transporta-
tion issues and community involve-
ment.
Motion by Schilla for a proposed
amendment to split all athletic co
ops that have enough players to
compete at a competitive level and
leave the other sports co oped, thus
allowing the football and baseball
teams to be able to co op so they do
not lose out on an opportunity of
playing. Motion failed due to lack of
second.
