FINDING OF NO SIGNIFICANT
IMPACT
TO ALL INTERESTED GOVERN-
MENTAL AGENCIES AND PUBLIC
GROUPS:
As required by guidelines for the
preparation of environmental impact
statements, an environmental review
has been performed on the pro-
posed action below:
Project: North Prairie RWD – Moun-
trail Phase II and III Water Supply
Location: Mountrail and Ward Coun-
ties, North Dakota
DWSRF Project No.: 5101189-06
Total Cost: $10,300,000
The proposed project involves the
construction of rural water infrastruc-
ture in two phases. Phase II will con-
sist of approximately 16 miles of
transmission line, a booster station
rehabilitation and a new booster sta-
tion. Phase III will be approximately
168 miles of water main and the
connection of 140 new users. This
will provide a reliable water source
to new users that currently utilize
wells.
The North Prairie Rural Water Dis-
trict plans to apply for a Drinking
Water State Revolving Fund loan to
finance the project.
The project area is located within
Mountrail and Ward Counties. For a
further discussion of this see Item
IV, Affected Environment in the En-
vironmental Assessment document.
Wetlands, area flood plains,
threatened or endangered species
habitat, or archeological sites will not
be adversely impacted. The North
Dakota State Historic Preservation
Office has concluded that no historic
properties will be affected by this
project provided the project takes
place in the location and manner
described and all borrow comes
from an approved source (ND SHPO
Ref.: 18-0254, 18-0255 and
20-0442).
The review process did not indicate
significant environmental impacts
would result from the proposed ac-
tion. Consequently, a preliminary de-
cision not to prepare an environmen-
tal impact statement has been
made. This action is taken based on
a careful review of the engineering
report, environmental information
document, and other supporting
data which are on file in the Munici-
pal Facilities Division of the North
Dakota Department of Environmen-
tal Quality.
Comments concerning this decision
may be addressed to Aaron D. Well-

After evaluating the comments re-
ceived, the agency will make a final
decision; however, no administrative
action will be taken on the project for
at least 30 calendar days after
release of the Finding of No Signifi-
cant Impact.

MINOT CITY COUNCIL
SPECIAL MEETING
NOVEMBER 12, 2020 AT 5:30 P.M.
Members Present: Evans, Jantzer
(phone), Olson, Pitner, Podrygula,
Ross, Sipma
Members Absent: None
Mayor Sipma presiding and led the
City Council in the Pledge of Allegi-
ance.
The Mayor stated, the Council
agreed to share their preferred can-
didate selection one by one. Pitner,
Jantzer, Ross, Olson, and Sipma
chose Candidate C. Evans and Po-
drygula chose Candidate B.
Podrygula said both candidates B
and C were highly qualified and he
had a slight preference toward Can-
didate B in terms of growing Minot
into the future. He continued by say-
ing, Candidate C certainly has the
experience in a community similar to
ours. The key thing with either can-
didate will be to work very closely
with them to ensure they have a
good understanding of what the
Council wants and what the com-
munity needs. That aspect will
equalize the candidates in his opin-
ion. He emphasized the need to
develop a good working relationship
while orienting and socializing them
with the rest of the community.
The Mayor then thanked the candi-
dates for participating in the virtual
meet and greet as well as the inter-
views with Council and community
stakeholders. He said they all did an
exceptional job and provided an op-
portunity for a lot of different ques-
tions from the Council and the pub-
lic.
Evans pointed out that 20 commun-
ity stakeholders participated and
provided feedback on the candidates
and 13 of them recommended Can-
didate C as their preferred choice.
Pitner said, all three candidates
were very qualified. He said, he was
leaning towards Candidate B after
the interviews but after speaking
with the community and department
heads, he leaned more towards
Candidate C.
Ross moved Pitner seconded and
was carried unanimously to offer the
position of City Manager to Candi-
date C.
Mayor Sipma stated the next item on
the agenda would be an executive
session. The legal authority for clos-
ing this portion of the meeting is Pur-
suant to Authority of N.D.C.C.
44-04-17.1, 19.1, and 19.2. The to-
pic or purpose of this executive ses-
sion is to discuss negotiating stra-
tegy and/or provide negotiating in-
structions to its attorneys and other
negotiators regarding the new City
Manager Contract, for which nego-
tiation is reasonable likely to occur in
the immediate future and discussion
in an open meeting would have an
adverse fiscal effect on the bargain-
ing position of the City.
Whereupon, Olson moved Ross
seconded and was carried unani-
mously to move to an executive ses-
sion.
The Mayor then stated the executive
session will be recorded and all
members of the governing body are
reminded to limit their discussion
during the executive session to the
announced topic. Any collective de-
cision, collective commitment, or
other final action by the governing
body must occur after it reconvenes
in an open meeting, unless final ac-
tion is specifically required by law to
be taken during the executive ses-
sion.
Mayor Sipma asked the members of
the public attending the meeting to
leave the room. He stated, the
Council anticipated adjourning the
executive session, and reconvening
the open portion of the meeting at
approximately 6:00 pm.
The executive session began at 5:39
pm and was attended by all
members of the City Council, as well
as the Mayor, Acting City Manager/
Finance Director, HR Director, Pub-
lic Information Officer, City Clerk and
Charlene Stevens of GovHR (via
telephone).
At 6:30 pm, Olson moved Ross
seconded and was carried unani-
mously to adjourn the executive ses-
sion and return to the regular City
Council meeting.
The public was invited to return to
the meeting room with the City
Council meeting back in session.
There being no further business, the
meeting adjourned at 6:30 pm
