Whitty PC, 720 Western Avenue,

Minot, ND. A “Drop Box” will be es-

tablished for Bidder access. The

Contract Documents will be on file

and may be examined at the Office

of Anderson Wade & Whitty PC, Ar-

chitects, Minot, North Dakota and

the following Builders Exchanges:

Minot, Fargo, Grand Forks,

Bismarck-Mandan and Construction

Plans Exchange, North Dakota; St.

Paul, Minneapolis, Construction

Market Data and Dodge-SCAN, Min-

nesota; Construction Industry

Center, and Sioux Falls Builders Ex-

change, South Dakota. Each bid (in

duplicate) must be accompanied by

a separate envelope, (attached to

the bid envelope) containing a Bid

Bond equal to five percent (5%) of

the amount of the Bid naming the

Minot Public Schools as Obligee.

The Contractor shall also enclose

within the Bid Bond envelope a copy

of the Bidder’s North Dakota

contractor’s License or a copy of

their latest Renewal certificate is-

sued by the Secretary of State as

per North Dakota Century Code

43-07-12. All Contractors who sub-

mit Bids must hold a North Dakota

Contractors License in the highest

amount of their Bids and such

license must have been in effect at

least ten (10) days prior to the date

of the Bid opening. Any Bid not con-

taining these documents shall not be

acceptable and shall be returned to

the Bidder unopened. The Owner

reserves the right to reject any or all

bids and to waive any informality in

bidding. The successful bidder will

be required to furnish a Payment

Bond, Performance Bond, Insurance

coverage and other requirements

stipulated in the Specifications. No

Bidder may withdraw his Bid within

30 days of the actual date of the

opening. DAVIS-BACON ACT AND

EQUAL EMPLOYMENT OPPOR-

TUNITY: The Contractor shall com-

ply with all Davis-Bacon Act and

Equal Opportunity Requirements as

set forth in the Contractual Require-

ments. BACKGROUND CHECKS:

The Regular Board Meeting was

called to order by President Rostad

at 4:00 P.M. Moved by Lyman,

seconded by Kraft, to approve the

Consent Agenda to include the De-

cember 5, 2019 Regular Board

meeting minutes and the Financial

Reports to include the December

Accounts Payable in the amount of

$941,160.08. Roll Call: All members

present voted “Yes.” Ryan Monson

CPA, Brady, Martz and Associates,

P.C., gave the board a report on the

Minot Public School District Audit for

the 2018-2019 school year. The

school received a clean opinion from

the auditors. Moved by Lyman,

seconded by Schuler, to approve the

June 30, 2019 audit as presented.

Roll Call: All members present voted

“Yes.” Moved by Kraft, seconded by

Schuler, to approve a letter of resig-

nation due to retirement from Mary

Kay Keller effective the end of the

2019-2020 school year. Roll Call: All

members present voted “Yes.”

Moved by Lyman, seconded by

Kraft, to approve a letter of resigna-

tion (including a request for waiver of

liquidated damages) from Madison

Nichols effective January 10, 2020.

Ms. Nichols’ resignation was to due

to her spouse’s employment

transfer. Roll Call: All members

present voted “Yes.” Moved by

Schuler, seconded by Lyman, to ap-

prove a letter of resignation due to

retirement from Pamela Schmidt ef-

fective the end of the 2019-2020

school year. Roll Call: All members

present voted “Yes.” Moved by Ly-

man, seconded by Schuler, to ap-

prove a letter of resignation (includ-

ing a request for waiver of liquidated

damages) from Hannah Smith effec-

tive February 4, 2020. Ms. Smith’s

resignation was to due to her

spouse’s employment transfer. Roll

Call: All members present voted

“Yes.” Moved by Schuler, seconded

by Lyman, to approve IB-BR Meal

Charging Procedure. Roll Call: All

members present voted “Yes.”

Moved by Schuler, seconded by Ly-

man, to approve the reviewed

Pledged Securities. Business

Manager Scott Moum explained the

Insured Cash Sweep that the school

district is utilizing with deposits at

First Western Bank, which in

essence provides FDIC coverage for

most deposits. Roll Call: All

members present voted “Yes.” Su-

perintendent Dr. Mark Vollmer

presented the Cognia School En-

gagement Final Report to the board.

Dr. Vollmer reviewed the detailed

findings on the three core areas the

visitation team evaluated: Leader-

ship Capacity Standards, Learning

Capacity Standards and Resource

Capacity Standards. Moved by

Kraft, seconded by Schuler, to ap-

prove the report. Roll Call: All

members present voted “Yes.” The

Meeting adjourned at 4:40 P.M.

Souris River Joint Board Request

for Sealed Bids

The Souris River Joint Board is re-

questing sealed bids for structures

for resale which were purchased by

the Souris River Joint Board through

voluntary acquisition. The structures

will be sold as is with no guarantee

or warranty to the condition or

soundness of the structure. No

minimum bid required. Each bid

must include a five percent bidders

bond in a separate envelope at-

tached to the bid envelope. Accept-

able will be cashier checks, bidder

bond, or cash. All structures moved

will require a five-thousand-dollar re-

fundable security deposit posted

with the Souris River Joint Board

within ten days of award of being the

highest bidder. In addition, all the

structures moved must follow all jur-

isdictional ordinances and zoning

codes in place at the permanent lo-

cation of the structure. Structures

must be moved from the site by July

27th, 2020. Failure to comply will

result in the Buyer’s forfeiture of any

and all rights to the structure(s) pur-

chased, the purchase price paid to

the Seller, any monies invested in

the structure(s), and performance

bond. The Seller shall then take

ownership of the structure and may

resell or demolish the structure at its

discretion. A certificate of occupancy

must be obtained from the jurisdic-

tional body within six months of the
