Carlina Smith, former Surrey business manager, receives pretrial diversion agreement for embezzlement from school district

Carlina Marie Smith, the former Surrey Public School business manager who was charged with embezzling more than $10,000 from the school district between July and November 2014, has entered into a one-year pre-trial diversion agreement with the state’s attorney’s office.

Under the terms of the pre-trial diversion agreement, Smith must pay $13,296.10 in restitution to the school district and $2,733.61 for extradition costs. She was required to pay the first $10,000 before Feb. 22 and will be making $502.48 monthly payments beginning this month until the amount is paid in full.

If Smith, who is now stationed with the Air Force in San Angelo, Texas, fulfills all of the conditions of the pre-trial agreement, the Class B felony charge against her will be dismissed.

The pretrial diversion agreement was filed with the district court in Minot on March 3.

According to the probable cause affidavit filed with the court, Surrey school administrators reported the theft to the Minot police on Nov. 10, 2016. Smith was paid by direct deposit to her bank account but also issued paper checks to herself in the same amount. She also increased the amount of her salary on five different checks and received additional benefits that she was not entitled to.

A jury trial that had been scheduled for Smith last December was canceled and the deal was worked out with prosecutors.
