Leoda Shantiaz Fowler, 21, Glenburn, is charged with three Class A misdemeanor counts of animal neglect and three Class A misdemeanor counts of animal abandonment in district court in Bismarck.
According to a probable cause affidavit filed with the court, Fowler abandoned three dogs -a female Sheltie, a female English Pointer, and a male Lab Cross - in a Bismarck apartment in March. The dogs were found locked in cages, without food or water, and were sitting in their own waste. The animals had been left without care for at least three days.
An animal warden learned that Fowler had left for Minot and did not intend to come back. A phone number on file for her with the apartment company was disconnected.
Each Class A misdemeanor charge carries a maximum sentence of one year in jail and a $3,000 fine.
A hearing in the case is scheduled for Wednesday in court in Bismarck.
