tive Lump Sum Bids for the Magic

City Campus – FACS & VoTech Re-

model project. This portion of the

project consists of renovating FACS

and Lab classrooms including

demolition, drywall, installation of

new finishes & casework, fire

suppression, mechanical, electrical,

and plumbing work.

Sealed bids will be received until

Each bid shall be accompanied by a

separate envelope containing a Bid

Bond in a sum equal to five percent

(5%) of the

maximum bid price, executed by the

Bidder as principal and by a surety

company authorized to do business

in the State of

North Dakota, payable to the Garris-

on Municipal Airport Authority, con-

ditioned that if the principal’s bid be

accepted and the contract awarded

to him, he, within ten (10) days after

Notice of Award has been executed,

will execute and effect a contract in

accordance with the terms of his bid

and a contractor’s bond as required

by law and regulations and

determinations of the governing

board. The bid security of the two

lowest bidders will be retained until

the Notice of Award

has been executed, but no longer

than 120 days. The bid security is a

guarantee that the bidder will enter

into contract for work described in

the Proposal.

The Contractor shall also enclose

within the Bid Bond envelope a copy

of the bidder’s North Dakota Con-

tractor’s License or a

copy of their latest renewal certifi-

cate issued by the Secretary of

State as per North Dakota Century

Code 43-07-07 and 43-07-12. Any

bid not containing this document

shall not be acceptable and shall be

returned to the Bidder.

The successful Bidder will be

required to furnish a Contract

Performance Bond and Payment

Bond in the full amount of the

Contract.

The Garrison Municipal Airport,

Garrison, North Dakota, reserves

the right to hold all bids for a period

of 120 days after the date fixed for

the opening thereof to reject any and

all bids and waive defects and to ac-

cept any bids should it be deemed

for the public good and also

reserves the right to reject the bid of

any party who has been delinquent

or unfaithful in the performance of

any former contract to the Owner.

The successful Bidder will have to

obtain a statement from the Office of

the State Tax Commissioner show-

ing that all taxes due and owing to

the State of North Dakota have paid

before the contract can be executed.

NOTICE OF REQUIREMENT FOR

AFFIRMATIVE ACTION to

ENSURE EQUAL EMPLOYMENT

OPPORTUNITY

1. The Offeror’s or Bidder’s attention

is called to the “Equal Opportunity

Clause” and the “Standard Federal

Equal

Employment Opportunity Construc-

tion Contract Specifications” set

forth herein.

2. The goals and timetables for

minority and female participation,

expressed in percentage terms for

the Contractor’s

aggregate workforce in each trade

on all construction work in the

covered area, are as follows:

Goals for minority participation for

each trade: 4.4%

Goals for female participation in

each trade: 6.9%

These goals are applicable to all of

the Contractor’s construction work

(whether or not it is Federal or

federally assisted) performed in the

covered area. If the Contractor per-

forms construction work in a geo-

graphical area located outside of the

covered area, it shall apply the goals

established for such geographical

area where the work is actually per-

formed. With regard to this second

area, the Contractor also is subject

to the goals for both its federally

involved and non-federally involved

construction.

The Contractor’s compliance with

the Executive Order and the regula-

tions in 41 CFR Part 60-4 shall be

based on its implementation of the

Equal Opportunity Clause, specific

affirmative action obligations

required by the specifications set

forth in 41 CFR 60-4.3(a) and its

efforts to meet the goals. The hours

of minority and female employment

and training must be substantially

uniform throughout the length of the

contract, and in each trade, and the

Contractor shall make a good faith

effort to employ minorities and

women evenly on each of its

projects.

The transfer of minority or female

employees or trainees from Contrac-

tor to Contractor or from project to

project for the sole purpose of meet-

ing the Contractor’s goals shall be a

violation of the contract, the Execu-

tive Order and the regulations in 41

CFR Part 60-4. Compliance with the

goals will be measured against the

total work hours

performed.

3. The Contractor shall provide writ-

ten notification to the Director of the

Office of Federal Contract Compli-

ance Programs (OFCCP) within 10

working days of award of any con-

struction subcontract in excess of

$10,000 at any tier for construction

work under the contract resulting

from this solicitation. The notification

shall list the name, address, and

telephone number of the subcon-

tractor; employer identification

number of the subcontractor;

estimated dollar amount of the sub-

contract; estimated starting and

completion dates of the subcontract;

and the geographical area in which

the subcontract is to be performed.

4. As used in this notice and in the

contract resulting from this solicita-

tion, the “covered area” is North

Dakota, McLean County, and City of

Garrison.

The Garrison Municipal Airport Au-

thority, in accordance with the provi-

sions of Title VI of the Civil Rights

Act of 1964 (78 Stat. 252, 42 U.S.C.

§§ 2000d to 2000d-4) and the

Regulations, hereby notifies all

bidders or offerors that it will

affirmatively ensure that any

contract entered into pursuant to this

advertisement, disadvantaged busi-

ness enterprises will be afforded full

and fair opportunity to submit bids in

response to this invitation and will

not be discriminated against on the

grounds of race, color, or national

Board Regular Meeting

February 14, 2022

The regular meeting of the Lewis

and Clark School Board was called

to order at 6:06 pm in the North

Shore Plaza new gym. Board

members present were Erickson,

Pank, Brown, Schilla, Schepp, Lau-

tenschlager and Deaver. Also

present were Superintendent Ritte-

man, Principal Gerding, AD Rudolph

and Business Managers Lindahl and

Schenfisch.

Guests present were Craig Hash-

barger with Widmer Roel, Terry

Jones, Waylon Deaver, Byron Evan-

son, Patti Deaver, Laura Anderson,

Traci Braaflat, Clayton Fegley, Peg-

gy Person, Chris Huus, Laura Fran-

sen and Laurie Deutsch.

Motion was made by Brown/Deaver

to approve the agenda with the addi-

tion of 1 item by Superintendent

Ritteman. All yes. MC.

Board President Erickson moved the

2020-21 Audit agenda item to the

beginning of the meeting. Craig

Hashbarger with Widmer Roel

presented the 2020-21 audit to the

school board. He noted the financial

statements are fairly stated which is

most important; and the financial

statements are complete and accu-

rate. No fraud was found when com-

pleting the audit. He reviewed the

items in the schedule of findings

section of the audit and discussed

recommendations for the school dis-

trict. Once his presentation was

complete the board and Superinten-

dent were able to ask questions.

Multiple questions were asked re-

garding the 2020-21 audit and the

petitioned state audit that is yet to

come. The public forum portion of

the meeting then began with

questions from those attending. The

people who spoke were:

dates must file by 4:00 p.m. on Mon-

day, April 4, 2022 at the school busi-

ness office and sign a financial dis-

Activities Director report from AD

Rudolph was read by Superinten-

dent Ritteman.

Superintendent Ritteman presented

the proposed 2022-23 school calen-

dar. Motion to approve the 2022-23

calendar as presented by

Deaver/Schepp. All yes. MC.

Superintendent provided an update

in regards to EngTech. EngTech

met with head custodian and princi-

pals; they received files from EAPC

and should have options.

Graduation times were discussed.

Motion was made by

Deaver/Lautenschlager to hold gra-

duation at 1:00 p.m. at Berthold

School and at 3:00 p.m. at North

Shore Plaza School on Sunday, May

29, 2022. All yes. MC. The times for

the 2022-23 graduation were tabled

for a future meeting.

As the information regarding the

state audit update was discussed

during the audit public forum portion

of the meeting, nothing further was

presented.

Motion was made by Pank/Deaver

to accept the resignation of David

Urvig, Lewis and Clark-Berthold En-

glish teacher. All yes. MC.

Principals report was presented by

Gerding. Reading month, MAPS

testing and Miss Iglehart mask pro-

jects are at both schools. NSP is

running the district tourney. Both

schools are focusing on the COG-

NIA visit.

The petition from the teachers to

negotiate was presented. Lauten-

schlager said the wording was not

correct in the petition. Erickson will

communicate with Steph Roland

regarding the wording of the petition.

Brown thanked the Superintendent

and Business Managers for all the

work they have done.

The special meeting of the Lewis

and Clark School Board via Zoom

was called to order at 2:02 pm

Thursday, February 17, 2022. Board

members present were Erickson,

Brown, Lautenschagler, Schepp and

Schilla. Absent were Deaver and

Pank. Also present were Superinten-

dent Ritteman, Principal Gerding,

Teacher Stephanie Roland and

Business Manager Shawna Schen-

fisch. Guest Traci Braaflat.

The agenda was Board’s Notice of

Recognition of Negotiating Unit.

Marc Rittman introduced Stephanie

Roland to the meeting. Stephanie

Roland presented a petition for

recognition of the negotiating unit.

Mr. Ritteman was asked by Mr. Er-

ickson if we were within timeline

guidelines, Mr. Ritteman stated we

are within the guidelines.

Motion was made by

Lautenschlager/Schilla that pursuant

to the NDCC Section 15.1-16-10,

the Board of Lewis and Clark School

District recognizes as the appropri-

ate negotiating unit all employees

licensed to teach by the ESPB or

approved to teach by the ESPB and

employed primarily as classroom

teachers. All yes. M/C.

With no further business the meeting

adjourned with a motion by Brown at

2.05 pm.
