Each bid shall be accompanied by a
separate envelope containing a Bid
Bond in a sum equal to five percent
(5%) of the maximum bid price,
executed by the Bidder as principal
and by a surety company authorized
to do business in the State of North
Dakota, payable to the Mohall
Municipal Airport Authority,
conditioned that if the principal’s bid
be accepted and the contract
awarded to him, he, within ten (10)
days after Notice of Award has been
executed, will execute and effect a
contract in accordance with the
terms of his bid and a contractor’s
bond as required by law and
regulations and determinations of
the governing board. The bid
security of the two lowest bidders
will be retained until the Notice of
Award has been executed, but no
longer than 60 days. The bid
security is a guarantee that the
bidder will enter into contract for
work described in the Proposal.
The Contractor shall also enclose
within the Bid Bond envelope a copy
of the bidder’s North Dakota
Contractor’s License or a copy of
their latest renewal certificate issued
by the Secretary of State as per
North Dakota Century Code
43-07-07 and 43-07-12. Any bid not
containing this document shall not
be acceptable and shall be returned
to the Bidder.
The successful Bidder will be
required to furnish a Contract
Performance Bond and Payment
Bond in the full amount of the
Contract.
The Mohall Municipal Airport
Authority, Mohall, North Dakota,
reserves the right to hold all bids for
a period of 60 days after the date
fixed for the opening thereof to reject
any and all bids and waive defects
and to accept any bids should it be
deemed for the public good and also
reserves the right to reject the bid of
any party who has been delinquent
or unfaithful in the performance of
any former contract to the Owner.
The successful Bidder will have to
obtain a statement from the Office of
the State Tax Commissioner
showing that all taxes due and ow-
ing to the State of North Dakota
have paid before the contract can be
executed.
The Mohall Municipal Airport
Authority, in accordance with the
provisions of Title VI of the Civil
Rights Act of 1964 (78 Stat.252, 42
U.S.C. §§ 2000d to 2000d-4) and
the Regulations, hereby notifies all
bidders or offerors that it will
affirmatively ensure that any
contract entered into pursuant to this
advertisement, disadvantaged
business enterprises will be afforded
full and fair opportunity to submit
bids in response to this invitation
and will not be discriminated against
on the grounds of race, color, or
national origin in consideration for an
award.
The requirements of 49 CFR part 26
apply to this contract. It is the policy
of the Mohall Municipal Airport
Authority to practice nondiscrimina-
tion based on race, color, sex, or
national origin in the award or
performance of this contract. The
Owner encourages participation by
all firms qualifying under this
solicitation regardless of business
size or ownership.
The Owner’s award of this contract
is conditioned upon Bidder or
Offeror satisfying the good faith
effort requirements of 49 CFR
§26.53. The successful Bidder or
Offeror must provide written
confirmation of participation from
each of the DBE firms the Bidder or
Offeror lists in its commitment within
five days after bid opening. As a
condition of bid responsiveness, the
Bidder or Offeror must submit the
following information with their
proposal on the forms provided
herein:
1. The names and addresses of
Disadvantaged Business Enterprise
(DBE) firms that will participate in
the contract;
2. A description of the work that
each DBE firm will perform;
3. The dollar amount of the
participation of each DBE firm listed
under item 1;
4. Written statement from Bidder or
Offeror that attests their commitment
to use the DBE firm(s) listed under
item 1 to meet the Owner’s project
goal; and
5. If Bidder or Offeror cannot meet
the advertised project DBE goal,
evidence of good faith efforts
undertaken by the Bidder or Offeror
as described in appendix A to 49
CFR Part 26.

ADVERTISEMENT FOR BIDS
Notice is hereby given to bid on an
asbestos abatement contract for the
abatement of asbestos-containing
(ACM) floor tile and associated black
mastic, acoustical ceiling texture,
CMU block wall skim coat,
orange-peel wall texture on
sheetrock walls, black lab tables,
loose transite pieces, and black sink
undercoating from throughout Hart-
nett Hall located on the Campus of
Minot State University, 500 Universi-
ty Avenue West in Minot, ND, as
described in the contract documents
prepared by Badlands Environmen-
tal Consultants, Inc., Bismarck,
North Dakota, hereby listed as
Designer.
The abatement project will involve
the removal and disposal of approxi-
mately:
¯26,330 ft2 of floor tile and associat-
ed black mastic (most located under
carpet).
¯1,000 ft2 of acoustical ceiling tex-
ture on plaster.
¯62,200 ft2 of sheetrock with taping
compound.
¯2,630 ft2 of CMU block wall skim
coat.
¯96 ft2 of black lab tables.
¯45 ft2 of loose transite pieces.
¯4 double and 2 single sinks with
black sink undercoating.
The project is scheduled to start on
or about June 6, 2022, and substan-
tial completion of the project by
August 26, 2022.
Minot State University (the Owner),
will receive sealed Bids until 1:00
p.m. Local Time (CST), Thursday,
April 14, 2022 at Minot State
University, 500 University Avenue
West, Minot, ND 58701. Proposals
received after that time will not be
accepted. Proposals will be opened
and publicly read aloud at Minot
State University at 1:30 p.m. Local
Time (CST). Proposals should be
addressed to the attention of Mr. Bri-
an Smith – Minot State University.
Each Bid must be accompanied by a
separate envelope containing a
Bidder’s Bond in a sum equal to five
percent of the full amount of the Bid,
executed by the Bidder as Principal
and by a Surety Company author-
ized to do business in this State,
conditioned that if the Principal’s Bid

pursuing the aid of the United States
Air Force Reserve in Vector Control
for fiscal year 2021 and 2022. The
proposal is for the Department of
Defense (Innovative Readiness
Training Program) to perform arthro-

through the aerial application of pes-
ticides. There is no funding for these
operations without the assistance of
the USAFR unit. To fulfill the

HEARING
March 9, 2022
On February 22, 2022, Torch Wire-
less (Torch) filed an application for
designation as an eligible telecom-
munications carrier (ETC) for the
purpose of receiving federal univer-
sal service support for low-income
consumers under 47 CFR Part 54
Subpart E. Such designation is also
known as Lifeline-only ETC designa-
tion. Torch proposes to provide
these services using the facilities of
other carriers.
The issues to be considered in this
matter are:
1. Is the applicant qualified under the
Telecommunications Act of 1996,
section 214(e) for designation as an
ETC eligible to receive federal
universal service funding?
2. What ETC universal service sup-
port area should be designated?
3. Is designation of the applicant as
an ETC in the public interest?
Those interested are invited to com-
ment on the application in writing.
Persons desiring a hearing must file
a written request identifying their in-
terest in the proceeding and the rea-
sons for requesting a hearing. Com-
ments and requests for hearings
must be received by April 22, 2022.
If deemed appropriate, the Commis-
sion can determine the matter
without a formal hearing.
