12/6/21 Burlington City Council

meeting: Present: Kremer, Cannon,

Walker, Smestad, Schwandt,

Pasterz, Glines, Samson, Brooks

and citizens. Kabanuk was absent.

Smestad moved to approve 11/1/21

and 11/17/21 minutes, Walker

second, motion carried by unani-

mous roll call vote. Walker moved to

approve payroll and bills, Smestad

second, motion carried on a unani-

mous roll call vote. Shawn Anderson

appeared to discuss an incident at

the bulk water station. Smestad

moved to go into executive session,

Cannon second and motion carried

on unanimous roll call vote. Smes-

tad moved to go out of executive

session, Walker seconded. Smestad

moved to take no action at this time,

Walker second and motion carried

on unanimous roll call vote. A public

hearing about Josh Reinholdt’s re-

quest for a variance to reduce the

setback from 50′ to 0′ was held.

There was no one to speak for or

against the request. Smestad moved

to grant the variance on 2nd reading,

Cannon seconded and motion car-

ried on a unanimous roll-call vote.

Reinholdt applied for a business

license. Smestad moved to approve

his license contingent on him receiv-

ing a state license, Walker second

and motion carried on a unanimous

roll call vote. Cannon moved to ap-

prove the Idle Hour’s liquor permit

for $1000, Smestad second and mo-

tion carried on unanimous roll call

vote. Walker moved to approve Ha-

cienda liquor permit for $1750, Can-

non second and motion carried on a

unanimous roll call vote. Walker

moved to approve building permits

#915 and 917, Cannon second;

Walker moved to approve building

permit #916, Smestad seconded

and all permits were approved on

unanimous roll call votes. Smestad

moved to clear two stale checks –

#21673 and #21689, Cannon

seconded and motion carried on

unanimous roll call vote. Smestad

moved to adjourn, Cannon second-

ed and meeting adjourned at 8:05

cept resignation of City Auditor Mary

Lynn Brooks, Walker second and

motion carried on unanimous roll call

vote. Smestad moved, Cannon

second to remove Brooks from all

Burlington bank accounts and deny

access to other documents, property

and other assets, Cannon second

and motion carried on a unanimous

roll call vote. Walker moved, Kremer

second to advertise the position in

Minot Daily News, Job Service,

Indeed and City Scan; motion car-

ried on unanimous roll call vote.

Deadline for applications will be

January 14, 2022 and interviews will

be conducted the week of January

17. Kremer moved, Cannon second

that Kabanuk and Smestad will take

over auditor duties within city guide-

lines; motion carried on unanimous

roll call vote. Kremer moved to ad-

journ, Walker seconded and meeting
