at which time and place the bids will

be opened and read aloud. Proposals

received after that time will not

be accepted.

Single Prime Construction Bid: All

Portions of Work – Mechanical,

Electrical, and General Construction.

Bidders may obtain Plans and

Specifications by contacting Sonya

to the project documents.

The Construction Documents will be

on file and may be examined at the

Office of Ackerman-Estvold, Minot,

North Dakota and the following

Builders Exchanges:

Bismarck-Mandan, Construction

Plans Exchange, Dickinson, Fargo,

Grand Forks, Minot, Williston, North

Dakota; St. Paul, and Minneapolis,

Minnesota; Construction Industry

Center, and Sioux Falls Builders Exchange,

South Dakota.

Any contractor who obtains their

plans from an exchange and wishes

to be added to the official plan holders

list or receive automatic email

notification of Addenda must also register

for the project on

Ackerman-Estvold’s plan room and

download the Project documents as

detailed below or contact the Architect

directly.

Each Bid must be accompanied by a

separate envelope, (attached to the

Bid Envelope) containing a Bid Bond

equal to five percent (5%) of the

amount of the Bid naming TGU

School District #60 as Obligee. The

Contractor shall also enclose within

the Bid Bond Envelope a copy of the

Bidder’s North Dakota Contractor’s

License or a copy of their latest

Renewal Certificate issued by the

Secretary of State as per North

Dakota Century Code 43-07-12. All

Contractors who submit Bids must

hold a North Dakota Contractors

License in the highest amount of

their Bids and such license must

have been in effect at least ten (10)

days prior to the date of the Bid

Opening. Any Bid not containing

these documents shall not be acceptable

and shall be returned to the

Bidder unopened. See AIA Document

A701-1997 “Instructions to

Bidders” in the Project Manual for

further information.

The Owner reserves the right to reject

any or all bids and to waive any

informalities in bidding.

The successful bidder will be required

to furnish a Payment Bond,

Performance Bond, Insurance Coverages

and other requirements

stipulated in the Project Manual.

No Bidder may withdraw his Bid

within 30 days of the actual date of

the opening.

A Pre-Bid Conference will be held at

TGU School District #60, 302 2nd St

SE, Towner, ND at 3:30 pm CST on

Thursday, November 4th, 2021.

ADVERTISEMENT FOR

CONSTRUCTION BIDS

Sealed bids for the construction of

Minot Landfill Recycling Transfer

Station for the City of Minot, North

Dakota will be received by the Owner

at the Office of the City Clerk at

515 2nd Avenue SW, Minot, ND

58701, until 2:00 PM local time on

Thursday, November 4, 2021, at

which time the construction bids will

be publicly opened and read.

There will be a pre-bid meeting on

Tuesday, October 26, 2021 at 2:00

PM local time. The pre-bid meeting

will be conducted virtually via

Microsoft Teams. A link to the

pre-bid meeting is available by email

request to

The scope of work generally consists

of the following:

Building is a pre-engineered metal

structure 100′-0″ by 100′-0″ with an

inside clearance of 30′-0″. An approximately

100′-0″ by 25′-0″ mezzanine

is included within the structure.

Deposition area includes approximately

4,400 square feet of

Mastertop metal aggregate concrete.

Remaining spaces consist of

rated Household Hazard Waste, office,

conference room, break room,

lockers, and restrooms.

Site Work consists of Removals,

Earthwork, Geosynthetics, Salvage

and Aggregate Base Course, Concrete

Pavement, Watermain, Sanitary

Sewer, Septic Tanks, Bore and

Push, , Seeding, Erosion and Sediment

Control, Traffic Control, Signing,

and other related items.

Bids will be on a unit price basis. Allowances

for specified compactor

and conveyor equipment shall be included

as separate line items on the

Bid Form.

Each bid shall be accompanied by a

separate envelope containing an acceptable

bidder’s bond in an amount

equal to five percent (5%) of the full

amount of the bid, executed by the

bidder as principal and by a Surety,

conditioned that if the principal’s bid

is accepted and the contract awarded

to the principal, the principal,

within fifteen (15) days after Notice

of Award, shall execute a contract in

accordance with the terms of the bid

and Contractor’s Bond as required

by law and regulations and determinations

of the governing body.

Each bid shall contain a copy of the

bidder’s North Dakota Contractor

license or certificate of renewal

thereof issued by the Secretary of

State enclosed in the required bid

bond envelope. Bidder must be

licensed for the full amount of the

bid. No bid shall be read or considered

which does not fully comply

with the above provisions as to bond

and license. Any deficient bid submitted

must be resealed and returned

to the bidder.

The City of Minot reserves the right

to reject any or all bids and/or to

waive any informality in the bids received

and to accept any bid

deemed to be most favorable to the

interest of the City. All work shall be

completed on or before October 15,

2022.

The successful bidder shall warrant

and guarantees work for two (2)

years from the date of final project

acceptance and shall furnish performance

and payments bonds, in the

amount of one hundred percent

(100%) of the contract. Bonds shall

remain in effect until two (2) years

after date of final payment.

WASTE MANAGEMENT RULES

FACILITY NAME: Central Point

Landfill and Transfer LLC – Transfer

Station – Permit 0378

APPLICANT: Central Point Landfill

and Transfer LLC

BACKGROUND: On May 3, 2021,

the North Dakota Department of Environmental

Quality (Department) received

a permit application for a

renewal for the Central Point Landfill

and Transfer LLC’s (Central Point)

transfer station. The facility was previously

owned and permitted by

Rugby Sanitation, Inc.

Central Point currently owns and

operates a transfer station, regulated

under Permit 0378 on approximately

40 acres, of which 20 acres is usable

for solid waste management

activities, located in the NW1/4 of

the NE1/4 of Section 1, Township

155 North, Range 73 West in Pierce

County, ND. Central Point is proposing

to renew the permit to continue

operating a transfer station. The facility

was first permitted in 1994 as

the Rugby Sanitation, Inc. transfer

station.

The Department believes that a permit

which meets the requirements of

the North Dakota Solid Waste

Management Rules and is protective

of human health and the environment

can be issued to Central Point

Landfill and Transfer LLC – Transfer

Station and has prepared a Draft

Permit for public review and comment.

PUBLIC COMMENTS AND

HEARING

As required by Section

33.1-20-03.1-03 of the North Dakota

Administrative Code, the Draft Permit

will be available for public review

and comment for thirty (30) days following

publication of the Public Notice.

The public comment period begins

October 23, 2021 and ends November

26, 2021. During that period,

any interested person may submit

written comments and request a

public hearing by stating the nature

of the specific issues to be raised. A

fifteen (15) day notice will be provided

before any hearing is scheduled.

The North Dakota Department of

Environmental Quality will consider

all comments prior to taking any action

on the permit. Comments, questions

and written communication
