2021 Round 2 Structure
Demolition and Site Restoration
Project No. 3755.19
The City of Minot, through the use of
State of North Dakota funds, Depart-
ment of Housing and Urban
Development (HUD) Community
Development Block Grant Disaster
Recovery (CDBG-DR) funds, and
Department of Housing and Urban
Development National Disaster
Resilience (NDR) funds, purchased
properties that were inundated dur-
ing the 2011 Souris River Flood and
is now seeking a Contractor to
demolish structures at approximately
14 properties. Basement excavation
and site restoration will also be com-
pleted. The City of Minot invites the
public to bid upon the following pro-
ject: 2021 ROUND 2 STRUCTURE
DEMOLITION AND SITE RES-
TORATION PROJECT No. 3755.19
The City Council City of Minot
reserves the right to reject any or all
bids and to award the contract as it
deems to be in the best interest of
the City of Minot. Each bidder must
provide a bid bond in the amount of
5% of the bid and contractor’s
license, which are to be included in
a separate envelope attached to the
outside of the bid. Each bidder must
include a copy of their North Dakota
Waste Hauler’s Permit (MSW), and
their Hazardous Waste Disposal
Plan WITH their bid. It should also
be noted that any addendums that
may be issued prior to bid opening
must be acknowledged on the out-
side of the bid envelope. The suc-
cessful, responsible Bidder will be
required to sign the Contract and fur-
nish the appropriate performance
and payment bonds in the amount of
the total bid, and in accordance with,
the State of North Dakota. The bond
is required in order to secure the
performance obligations of the Con-
tractor. The Contract will not be exe-
cuted, nor will work begin, should
the successful Bidder fail to furnish
the performance and payment
bonds required. This Contract shall
be subject to liquidated damages as
stated in the bidding documents,
which will be charged against the
contractor for each day past the
completion date stated in the Con-
tract or as amended by change ord-
er. Bidding documents for the pro-
ject may be viewed at the CDM
Smith Disaster Recovery Office or
Minot’s Builder’s Exchange. Bidding
documents may be obtained at the
CDM Smith Disaster Recovery Of-
fice located at the Arrowhead Mall,
1600 2nd Ave SW, Suite 27, Minot,
North Dakota. Bid proposals must
be submitted on the forms provided.
A mandatory pre-bid conference will
be held at 1300 4th Ave NE, Minot,
North Dakota at 10:00 A.M. (CST)
on September 3, 2021 to discuss the
bidding documents. Sealed bids will
be received up to the hour of 10:00
A.M. (CST) on September 10, 2021,
at the City Hall. All bids will be
opened at 10:00 A.M. on the same
day. The project is being funded, in
part, with CDBG-DR funds. There-
fore, the Bidder will be required to
comply with all Federal, State, and
Local regulations. These require-
ments include compliance with Sec-
tion 3 employment plan, and the
Contractor must ensure that employ-
ees and applicants for employment
are not discriminated against be-
cause of their race, color, religion,
sex or national origin. The City of
Minot reserves the right to determine
the lowest responsible and eligible
bidder, to waive irregularities, and to
reject any or all bids. The City of
Minot strongly encourages max-
imum participation in all bids by
qualified Disadvantaged Business
Enterprises (DBEs), Minority Busi-
ness Enterprises (MBEs), and Wom-
en Business Enterprises (WBEs),
small businesses, and by local con-
struction and demolition companies,
as prime contractors and as subcon-
tractors.

THE CITY OF MINOT is seeking
professional services from qualified
contractors to provide a
GEOTECHNICAL EXPLORATION
& RECOMMENDATIONS REPORT
and to provide CODE-REQUIRED
SPECIAL INSPECTIONS for the
Minot City Hall Rehabilitation pro-
ject. The Geotechnical and Special
Inspections Engineer shall submit a
full and complete proposal satisfying
the requirements of this RFP, any
deviations from these requirements
shall be identified in writing at the
time of submittal. For the Geotechni-
cal Scope of this project, the select-
ed Geotechnical Engineer will enter
into an agreement with the Owner,
based on the AIA C202-2015 STAN-
DARD FORM OF CONSULTANT’S
SERVICES: GEOTECHNICAL EN-
GINEERING. The Geotechnical En-
gineer and Special Inspections
Agent shall hold the proposal open
for acceptance by the owner for a
period not less than 60 (sixty) calen-
dar days after the date of submittal
to the owner.

The full proposal instructions and

will generally include contract ad-
ministration, sampling and testing,
geotechnical reports, code-required
special inspections. Funding for this
project will come from federal HUD
Community Development Block
Grant National Disaster Resiliency
(CDBG-NDR) Grant dollars. The
consultant will have to follow
CDBG-NDR regulations and will
need to coordinate work with the
City of Minot Engineering Depart-
ment, JLG Architects, and City
CDBG-NDR office. All work must
take into account the compliance
with CDBG-NDR rules and regula-
tions as well as any other State
and/or Federal funding require-
ments. CDBG-NDR contract
language will need to be incorporat-
ed into the consultant contract. At-
tention of respondents is particularly
called to the requirements as to con-
ditions of employment to be ob-
served under the contract, Section
3, taking affirmative steps to use
small, minority-owned and
women-owned businesses in sub-
contracting, Segregated Facility,
Section 109, Title VI and EO 11246.
The proposal shall be submitted to
JLG Architects no later than 5:00 pm
on Friday, September 17, 2021. The
City of Minot reserves the right to re-
ject any and all proposals.
