sion will meet in regular session on
Wednesday, July 7, 2021 at 5:30
p.m. in the Council Chambers of City
Hall located at 515 2nd Ave. SW to
hold public hearings on the items
contained in this published notice.
Each item is available for review and
on file at the Minot City Public
Works building located at 1025 31st
St SE, Minot, ND 58702 between
8:00am and 4:30pm Monday
through Friday preceding the public
hearing. Chapter 9.1 and Article 10
of the Minot Land Development Or-
dinance provides the relevant appli-

Amendment and Annexation
Public hearing request on an appli-
cation from Loren Klein, owner, for
annexation and a zoning map
amendment from “AG” Agricultural
District to “M1” Light Industrial Dis-
trict. The property is legally known
as Outlot 35 of Section 29, Town-
ship 155 North, Range 82 West,
Ward County, North Dakota.

Public hearing request on an appli-

Public hearing request on an appli-

The Fort Berthold Housing Authority
is requesting bids for 21 foundations
to be built on the Fort Berthold Indi-
an Reservation. Bids will include

footing wall, rebar, sealing, insula-
tion, drain tile, sump pit, sill plate

Request for Proposal
The Fort Berthold Housing Authority
is requesting for 2 and 3 bedroom
modular homes to replace 21 homes
on the Fort Berthold Indian Reser-
vation. Homes will be approximately
1200-1600 Square Feet. Proposals
should not include foundations. Pro-
posals will be for a turn-key home in-
cluding, all stitching and seaming of
exterior and interior, all HVAC,
plumbing and electrical except for
electrical, water, and sewer connec-
tion. No proposals for manufactured
homes or homes built on metal
I-beams will be considered. Dead-
line for proposals will be July 2,

Meeting June 7, 2021

Mayor Tollefson called the meeting
to order at 7:05 p.m. with recital of
the Pledge of Allegiance and roll call
taken. Fennewald/Gantzer MSP to
approve the May Regular and Spe-
cial meeting minute sets with no re-
visions needed. Fennewald/ Dickin-
son MSP to approve the May payroll
totals, financial reports, and vouch-
ers to be paid including the bill from
Dakota Truck & Farm for dump truck
repair plus an extra invoice from
Kelsey’s Bobcat & Repair for hy-
drant repair near the school. Chief
Howe gave police report.
Dickinson/Gantzer MS to promote
officer Olson to Seargent along with
increasing her wage to $26.50 per
hour since she has been adequately
filling the duties of the position and
money is within budget. Roll Call
Vote: Mr. Dickinson-Aye, Ms.
Gantzer-Aye, Mr. Fennewald-Aye,
Ms. Johns-Aye. Motion passed
unanimously. The City attorney
presented draft of First Reading for
Chapters 2 and 3 of the City Ordi-
nance addressing revisions for holi-
days, terminology of organization,
and defining general clarity for the
direction of procedure of the City
Council. Ms. Gantzer moved to ap-
prove the First Reading of Amend-
ments to Chapters 2 and 3 of the
Surrey City Ordinance with the pro-
posed revisions as provided and
further send them to a committee
but had to leave due to a personal
emergency call. Johns/Fennewald
MSP to approve the First Reading of
Amendments to Chapters 2 and 3 of
the Surrey City Ordinance with the
proposed revisions as provided and
further send them to a committee.
Dickinson/Johns MSP moved to
further address the makeup of the
Ordinance Committee for Chapter 2
and 3 revisions with that the Mayor
appoint the members accordingly
and they prepare any concerns that
the City Council would need to be
made aware of before the 2nd and
Final Reading. Fennewald/Johns
MSP to approve the MTS quote in
the amount of $4,883.84 for the
mandated NDDOT material testing
that is required for the sidewalk pro-
ject currently underway in the City.
The Auditor reported that All Electric
finished the walking path light re-
placement at the Ron Burns park.
Ms. Elders statement that was
tabled so the recording could be re-
viewed was tabled again due to
member Gantzer’s absence. Mayor
Tollefson provided a quote he re-
ceived for implementation of port-
able radar signage throughout town
with conclusion being that potential
grant money be eventually pursued
to pay for the costs involved. The
Auditor presented a summary from
Sound CPA as they were hired for
third party auditing to help reconcile
the City bank balances to match the
funds. Hand in hand, Ms. Trana
confirmed with the members that
Rath & Meher had visited the City
Hall on June 2nd 2021 and complet-
ed audit of the 2019 and 2020 books
with findings being that all records,
financial statements, and pro-
cedures were met for those periods
involved. All members agreed that
since taxpayer dollars are affected
the direction for Sound CPA be to
spend their efforts going back to the
first statement in July 2019 that did
not balance to clear those items.
Johns/Fennewald MSP to approve
the 2nd and Final reading of Amend-
ment 2021-01 for section 9.0102 Bil-
ling Procedure of the City Ordinance
addressing removal of the require-
ment of money (deposit) collected
by the City at the time a resident
moves in to open a new utility ac-
count with shut off in 60 days versus
45 days of nonpayment with the Au-
ditor directed to make the change to
timeframe and add a note onto the
residential utility bills. The office
status was disclosed to the
members. Johns/Dickinson MSP to
evaluate Ms. Beck’s performance
early due to merit and award her a
.50 wage increase effective June 1,
2021. Johns/Dickinson MSP to in-
crease the City Auditor’s wage to
$24.00 for being able to process the
extra tasks in lieu of working
short-handed after confirmation that
only a budgeted cost of living raise
was given in the past. AJ Waller
provided written report of completed
monthly tasks and stated work was
hectic in John’s absence with the
Sidewalk Project, Silver Springs
paving, signage, monitoring the
tower, and hydrant replacement all
happening at once. Fennewald/
Johns MSP moved to approve that
Stratta be hired as quoted to thicken
the level of sidewalk concrete 60
feet on the south side of the tracks
along Pleasant Avenue. Discussion
ensued regarding filling the part-time
seasonal position with member
John’s indicating she would inter-
view, select, plus hire with all
members in agreement that it be at
$12 per hour. Ordinance revisions
worked on throughout the winter by
the Zoning Board were provided to
the members with recommendation
be they are approved as presented.
Johns/Dickinson MSP to approve
the First Reading of Amendments to
the Zoning Ordinances 2021-02:
12.0202 Terms, Compensation,
Meeting to include wages be paid to
Zoning members semi-annually and
that December Zoning meetings be
eliminated unless deemed neces-
sary; 2021-03: 7.0201 Fees to be
$75 plan check fee, Fence permits
cost $50.00 per thousand of con-
struction including a $50.00
minimum fee, and removing cost for
any after hour inspections by the
building inspector; 2021-04: 7.0901
Regulating Open Excavations and
Basements to state open excava-
tions not be left unattended for a
more than longevity of 15 days and
2021-05: Definitions of the Zoning
Ordinances to include Sprinklers
Multi-family Unites of three or more
connected shall be sprinklered.
Johns/Dickinson MSP to approve
the liquor license renewal applica-
tion for Devil’s Fire. Mayor Tollefson
addressed agenda item of Executive
Session with topic being attorney
consultation on correspondence re-
ceived from Wilking Law Firm.
Johns/Dickinson MSP to discuss the
Wilking Law Firm correspondence
received in Executive Session, pur-
suant to ND Cent Code
44-04-19.1(2). Executive Session
began at 9:04 p.m. Member
Gantzer joined by phone. The regu-
lar meeting reconvened at 9:14 p.m.
and immediately adjourned.
