All prime contractors obtaining

plans, whether through exchanges

or directly, should direct Ackerman-

Estvold to place them on the plan

holders list.

Each Bid must be accompanied by a

separate envelope, (attached to the

Bid Envelope) containing a Bid Bond

equal to five percent (5%) of the

amount of the Bid naming Three Af-

filiated Tribes – MHA Nation as Obli-

gee. The Contractor shall also en-

close within the Bid Bond Envelope

a copy of the Bidder’s North Dakota

Contractor’s License or a copy of

their latest Renewal Certificate is-

sued by the Secretary of State as

per North Dakota Century Code

43-07-12. All Contractors who sub-

mit Bids must hold a North Dakota

Contractors License in the highest

amount of their Bids and such

license must have been in effect at

least ten (10) days prior to the date

of the Bid Opening. Any Bid not

containing these documents shall

not be accepted and shall be re-

turned to the Bidder unopened. See

AIA Document A701 “Instructions to

Bidders” in the Project Manual for

further information.

The Owner reserves the right to re-

ject any or all bids and to waive any

informalities in bidding.

The successful bidder will be re-

quired to furnish a Payment Bond,

Performance Bond, Insurance Cov-

erages and other requirements

stipulated in the Project Manual.

No Bidder may withdraw his Bid

within 30 days of the actual date of

called to order by President Rostad

at 4:00 P.M.

Superintendent Dr. Mark Vollmer

gave the board an update on

COVID-19/MPS Reintegration Com-

mittee Plan. President Rostad

opened the meeting to public com-

ment. Individual parents, students

and staff, both for and against the

mask mandate, shared their

thoughts with the board. Following

public comment, Schuler moved that

all Minot Public Schools would

cease contact tracing and quarantin-

ing, continue isolation of positive Co-

vid-19 cases as reported by the ND

Department of Health and make

masking a recommendation and not

a requirement effective May 12,

2021. President Rostad excused

himself from the chair and seconded

the motion.

Roll Call: Mihalick-no, Gessner-no,

Schuler-yes, Berryman-no and Ros-

tad-yes. Motion lost 3-2.

Moved by Schuler, seconded by

Berryman, that all Minot Public

Schools would cease contact tracing

selection committee to hire Kraus

seconded by Gessner, to approve

the hiring of Kraus Anderson Con-

struction Company as the CMAR for

the proposed projects at the former

Cognizant building, MCC & CC.

Berryman, to ratify the negotiated

agreement between the Minot

School Board and the Minot Educa-

tion Association contingent upon

MEA ratification. The tentative

agreement is a two-year contract

with a $400 increase to the base

salary in 2021-2022 and a $400 in-

crease to the base in 2022-2023, a

Covid Retention Pay of 4% in

2021-2022 and 3% in 2022-2023

and minor language changes.

the minutes of the previous meeting

as presented. Motion carried.

the Activity report as of 2-28-2021

A motion was made by Burkhart and

seconded by Brown to accept the

financial reports for the General

fund, the Building fund and the Hot

Lunch fund as presented to the

board. Motion carried.

A motion was made by Burkhart and

seconded by Casavant to pay EOM

bills numbered 37679-37694, total-

ing $9,483.03 and bills numbered

37695-37740, totaling $85,192.36 as

presented. Motion carried.

A motion was made by Sundsbak

and seconded by Casavant to ap-

prove open enrollment #6 for the

2021-2022 school year. Motion car-

ried.

A motion was made by Casavant

and seconded by Burkhart to accept

the resignation of Laurie Johnson ef-

fective 5-20-2021. Motion carried.

Board would like to thank Laurie for

her 17 years with the district and

wish her well on her retirement.

A motion was made by Sundsbak

and seconded by Brown to discuss

the resignation of Alexandria Hous-

ton.

A motion was made by Sundsbak

and seconded by Brown to accept

the resignation of Alexandria Hous-

ton effective 3-17-2021 with

$2000.00 liquidated damages fee

and we will report her to ESPB for

breach of contract. Motion carried.

A motion was made by Brown and

seconded by Sundsbak to accept

the Superintendent’s evaluation as

presented. Motion carried.

A motion was made by Casavant

and seconded by Sundsbak to have

discussion on bus proposals. We

will Lease through United Com-

munity Bank (2 years) with Superin-

tendent Bachmeier having the au-

thority to sign the lease. Motion car-

ried. A motion was made by Casa-

vant and seconded by Burkhart to

accept Quote A from Hartley’s

School Buses Inc. for a 2022 Blue

Bird Vision 77 passenger bus with a

gas engine for $86,450.00 as

presented to the board. Motion car-

ried.

Covid-19 Update: Discussion on

changing our mask mandate in the

Pk-3rd grades and when outside

and in PE classes. Still wear masks

on the buses. Masks will be optional

at the prom. We will revisit the

thought of having Grandparents Day

at our April board meeting. Gradua-

tion will be back to how we have had

it in the past. A motion was made

by Sundsbak and seconded by Bur-

khart to change our mask mandate

in our Covid-19 Health and Wellness

Plan: 1. All students in our district

will continue to be required to wear a

mask when riding the school bus. 2.

Students in Preschool through Third

grade will be recommended but not

required to wear masks when in the

building. 3. Students in grades

Fourth grade through Twelfth grade

will continue to be required to wear

masks when in the building and

when they cannot socially distance.

4. All students will be recommend-

ed, but not required to wear a mask

when outside for recess. 5. All stu-

dents will be recommended but not

required to wear a mask when they

are in physical education class. 6.

All students will be recommended,

but not required to wear a mask

when they are outdoors for any

class. 7. All staff will be required to

wear a mask when in the buildings

and when they cannot socially dis-

tance. Motion carried.

Principal report: Mrs. Kranz- There

are 4 distance learners at the ele-

mentary school. Todd Wolf from

Bismarck taught the 5th and 6th

graders chess and each class re-

ceived two chess sets that boosters

purchased. Burlington Fire Depart-

ment taught a CPR class for staff on

February 17th. The February early

out looked at ways to make the

building more Welcoming; looked at

data to determine improvements for

reading and made changes to the

report cards to make them explana-

tory for parents. The afterschool

program through Full Steam Ahead

started up again in February with

students participating in

“Drumbeats” and in March will be

doing “Creative Cooking”. Thank

you to Kristi Snyder for organizing

“Lakers Have a Heart Month” with

proceeds going to the Salvation

Army and Humane Society. Each

organization received $2250.00 do-

nation. The organization “Blessed

Pets” received 450 cans of cat food.

Mrs. Reiter’s class raised the most

money. With a grant from Horace

Mann, the elementary had a speaker

on how to be resilient and how to

handle mean kids. Star Lakers for

teamwork were B. Clouse, A. Her-

nandez, N. Duchainne, O. Skar, E.

Beeter, C. Roedocker and L.

Christensen. March is reading

month and on Friday, March 12 ele-

mentary will have the next AR party.

Mr. Brown- Mr. Kuhnhenn will take

Jake S, Ava B., Brayden N., and

Nick F to Science Olympiad on

March 15th. Congratulations to

Brynn H. for qualifying for the State

Spelling Bee and will compete on-

line on March 24th.The following JH

students qualified for State Math

Counts on March 25th, 6:00 p.m.:

Jake S., Eli M., and Jacy H. On

March 25th the 8th grade students

will attend MSU Nursing “Scrubs

Event”. Observations are getting fin-

ished for end of year evaluations.

Mr. Medalen- Students have prere-

gistered for classes for the

2021-2022 school year and we will

have a schedule soon. Tim Smith

held Hunters Safety in Burlington in

February. March 2nd the Juniors

took the ACT Test. FFA has been

going to judging competitions.

March 10th, we had a speaker about

Distracted Driving for all students.

Congratulations to DLB Cheer-

leaders for winning District Cheer

the year and JH BBB will be done

this next week. Congratulations to

the 4 wrestlers that placed at state:

Gunner R.- 8th place; Weston W.-

5th place; Carter M.- 8th place and

Cale I.- 2nd place. Track began

March 8th and Softball and Baseball

will begin March 22nd with Golf be-

ginning March 29th and there will be

new NDHSAA guidelines for spring

sports out soon.

Superintendent report: Discussion/

updates on enrollment figures, Leg-

islative news, and CREA news. We

will keep our CLC program through

the REA and want to thank Deb

Schwandt for doing a great job run-

ning the program. Negotiations

must be wrapped up by June 1st.

Brenda and Josh will be the board

representatives for negotiations.

Will be holding interviews for the En-

glish position next Monday and

Tuesday and Social Studies position

will be the following week. The Ele-

mentary teachers have been moving

internally for the next year and we

will post the open positions once we

are done with internal shifts. The

Hayley Sundsbak Memorial Tourna-

ment was in Des Lacs last weekend

and was a very successful tourna-

ment. Thank you to all the

volunteers that helped and to our

custodians that did a great job get-

ting our building ready for Monday

morning.

Board President Buri called the

meeting to order at 7:00 p.m.

A motion was made by Brown and

seconded by Sundsbak to accept

the agenda as presented. Motion

carried.

A motion was made by Sundsbak

and seconded by Casavant to ap-

prove the minutes of the previous

meeting as presented. Motion car-

ried.

A motion was made by Brown and

seconded by Burkhart to accept the

Activity report as of 1-31-2021 as

presented. Motion carried.

A motion was made by Sundsbak

and seconded by Casavant to ac-

cept the financial report for the Gen-

eral fund, the Building fund and the

Hot Lunch fund as presented. Mo-

tion carried.

A motion was made by Brown and

seconded by Burkhart for EOM bills

numbered 37621-37632, totaling

$14,465.09 and bills numbered

37633-37678 totaling $59,426.59 as

presented. Motion carried.

A motion was made by Sundsbak

and seconded by Burkhart to ap-

prove open enrollment #13 for the

2020-2021 school year and forms

numbered 1-5 for the 2021-2022

school year. Motion carried.

A motion was made by Brown and

seconded by Sundsbak to approve

the 2021-2022 calendar. First day

of school will be August 17, 2021

and the last day of school will be

May 19, 2022 as presented. Gra-

duation will be Sunday, May 22,

2022 at 2:00 p.m. in Des Lacs. Mo-

tion carried.

A motion was made by Brown and

seconded by Burkhart to accept the

resignation of Toni Bennett effective

5-20-2021. The board thanked her

for 39 years in our district. Enjoy

your retirement. Motion carried.

A motion was made by Sundsbak

and seconded by Casavant to ac-

cept the resignation of Steve Files

effective 5-20-2021. The board

thanked Steve for his 33 years in our

district. Enjoy your retirement. Mo-

tion carried.

A motion was made by Burkhart and

seconded by Brown to accept the

resignation of Robert Schwartz ef-

fective 5-20-2021. Good luck on

your new endeavors. Motion car-

ried.

A motion was made by Burkhart and

seconded by Sundsbak to hire

Jacob Dahl as our Spanish instruc-

tor for the 2021-2022 school year.

Motion carried.

Covid-19 update: We currently have

34 distance learners and will have

14 students return at the end of this

week. Superintendent is making

recommendation that we keep our

mask expectations going forward.

This makes close contact cases

lower. Some staff members have

been able to get vaccinated. Vacci-

nation will be voluntary and not a re-

quirement. NDHSAA are encourag-

ing fans to only go to their games

during District and Regional tourna-

ments. No parents or fans will be al-

lowed to go by the locker rooms with

no door decorating, food in locker

room and no hospitality room. No

entrance from the bottom door at the

auditorium. All games will be

streamed.

Principal report: Mrs. Kranz The

elementary school only has 4 dis-

tance learners currently. The school

Spelling Bee Champions was Ash-

ton Kruse and the runner up was

Owen Hanson. The 3rd through 6th

grades have completed the Student

Engagement Survey. Our ELL stu-

dents completed the WICA assess-

ment on January 1st. Thank you to

Peace Lutheran Church for their do-

nation to help cover school supplies

costs for families in need. Burling-

ton raised money for “Lakers have a

heart month” with proceeds going to

the Salvation Army and the Animal

Shelter. Thank you to Kristi Snyder

for organizing the activities. Febru-

ary is for Families month. Students

were sent home with a choice chart

of activities to do with their family

throughout the month. The elemen-

tary has taken over the clothing

sales from the booster club and held

a fundraiser at Panera on January

13th. Mr. Brown- The JH crowned

Brynn Hanson as the 7th grade

Spelling Bee Champ and Hanna Hall

as the 8th grade Champ. Mrs. Quam

had 15 students participate in the

Math Counts competition which was

online, and we are waiting for

results. Snow Fun day will be Fri-

day, February 12th. On March 25th,

MSU Nursing Department will be

hosting a scrubs camp at the dome

and are inviting 8th grade students

from the surrounding area to be in-

troduced to a variety of areas in

healthcare. Mr. Medalen- Mrs.

Schaefer gave the Work keys exam

to 8 students on January 27th. The

NHS had their induction ceremony

on January 28th. The FFA contests

are through zoom this year. Sanford

Health presented a Career Day on-

line with 17 of our students taking

part. February 9th and 11th the

teachers discussed course over-

views for the schedule for next year.

Friday, February 12th will be Snow

Fun Day and will be an opportunity

for students to catch up on missing

work. Updates on winter sports.

Superintendent report: Current en-

rollment for district is 673. Updates

on some of the Legislative issues

and the Negotiation Seminar attend-

ed by Mr. Bachmeier and Brenda

Buri. We are looking for sub bus

drivers and possibly a route driver

for next year. Thank you to the

Gravseth family and for friends of

Karla Roussell for contributing to the

DLB School Foundation with

memorials.

March 6th we will have a notice of

at-large position on the board for the

June election.

March 10th 7:00 p.m. in Des Lacs.

seconded by Sundsbak to approve

the minutes of the previous meeting

as presented. Motion carried.

A motion was made by Sundsbak

and seconded by Burkhart to accept

the Activity report as of 3-31-2021

as presented. Motion carried.

A motion was made by Brown and

seconded by Burkhart to accept the

financial reports for the General

open enrollment application #7 for

the 2021-2022 school year. Motion

carried.

A motion was made by Sundsbak

and seconded by Brown to approve

the petition to negotiate. Pursuant

to section 15.1-16-10 of ND Century

Code, as amended, the Des Lacs

United EA #336 hereby requests

that the School Board recognizes as

an appropriate negotiating unit all

classroom teachers, librarians, and

counselors employed by the School

Board as classroom teachers de-

fined by the NDCC 15.1-16-01. Mo-

tion carried.

A motion was made by Sundsbak

and seconded by Burkhart to accept

the resignation of Caitlin Gunderson

effective May 20, 2021. Motion car-

ried.

A motion was made by Burkhart and

seconded by Sundsbak to hire Chris

Stroschein for the 2021-2022 school

year. Motion carried.

A motion was made by Burkhart and

seconded by Brown to hire Dylan

Hennessy for the 2021-2022 school

year. Motion carried.

A motion was made by Brown and

seconded by Sundsbak to approve

the first reading of policy AAC-BR1

Discrimination and Harassment

Grievance Procedure. Motion car-

ried.

Covid 19 update: We will be having

a normal graduation for the seniors

and the PK students. We only have

24 students that are distance learn-

ing. Seniors will have Grandparents

Day on May 5th.

Principal Reports: Mrs. Kranz- Bur-

lington only has 2 students distance

learning. Parent-Teacher confer-

ences were held the last week in

March. Mrs. Andersen has complet-

ed teacher evaluations and Mrs.

Kranz is wrapping up para evalua-

tions. STEAM is offering an art

class to our students after school in

April. A cooking class was offered in

March. There was a chess workshop

for our students on Saturday, March

27 with 16 students participating.

Classes are planning their spring

field trips. The elementary music

concert will be recorded the last

week in April. It will be compiled into

a video with a link sent to parents

the following week. The 5th and 6th

grade band concert will be held in

person on April 26th. Our March

Star Lakers for accountability were:

K. Ruby, L. Austin, C. Johansen, B.

Coca, E. Sys, A. Boling, and L.

Bock. Mr. Brown- The following stu-

dents will be participating in State

Science Olympiad over zoom on

4/21 through 4/23: Nick F., Drew R.,

Jake S., Ava B., Brayden N., and

Grace B. Teachers’ evaluations are

all finished. Semester test schedules

and JH Happenings are getting fi-

nalized. Mr. Medalen- FFA held

their banquet. Prom had 80 stu-

dents attending. Winter sports are

finishing up and spring sports had

been busy until the snow arrived.

nalized.

Superintendent Report: Updates on

legislative news and attendance

numbers. Interviews set for elemen-

tary position. Applying for a Clean

Diesel Grant to get a new bus.

Looking ahead to summer projects.

Would like to replace few remaining

rooms with new carpet and look at

old gym in DL. Completing the Prin-

cipal evaluations. There will be a

pancake breakfast for the Trap

Team at the Hacienda on May 2nd.

seconded by Sundsbak to approve

the special meeting on April 28th, 7

a.m. in the library in Burlington. We

will not live stream this meeting.

by Sundsbak and seconded by Bur-

khart to approve the usage of bus 27

and bus 28 by Burlington Recreation

for their summer programs if they in-

sure them for the summer.

Board president called the meeting

to order at 7:00 am.

A motion was made by Sundsbak

and seconded by Casavant to ap-

prove the negotiating unit. The

School Board has investigated the

petition filed by the Des Lacs United

EA #336 requesting that the associ-

ation be recognized as the represen-

tative organization for the negotiat-

ing unit and has determined that the

Education Association does

represent a majority of the teachers

within that unit. The Board recog-

nizes the Des Lacs United EA #336

as the representative organization

for a minimum of one year beginning

April 28, 2021. Motion carried.

A motion was made by Casavant

and seconded by Burkhart to ap-

prove to substitute pledge of securi-

ties with demand deposit market-

place. Motion carried.
