THE ISSUANCE OF
MORTGAGE REVENUE
REFUNDING BONDS UNDER THE
MUNICIPAL INDUSTRIAL
DEVELOPMENT ACT OF 1955
(MINOT FAMILY YMCA PROJECT)
NOTICE IS HEREBY GIVENthat the
Board of County Commissioners of
Ward County, North Dakota, will
meet on May 18, 2021, beginning at
9:00 a.m. at the County Administra-
tion Building, 225 Third Street SE,
Minot, North Dakota, for the purpose
of holding a public hearing on a pro-
posal that the County issue revenue
bonds under the Municipal Industrial
Development Act of 1955, Chapter
40-57, N.D.C.C., in order to finance
the project described below.
Proceeds of the bonds will be ap-
plied to refund all of the outstanding
$6,500,000 original principal amount
Ward County, North Dakota, Munici-
pal Industrial Development Act
Revenue Refunding Bond (The
Young Men’s Christian Association
of Minot, North Dakota Project),
Series 2009 (the “Series 2009
Bonds”), together with associated
reserves, and costs of issuance. The
Series 2009 Bonds were used,
among other things, to refund the
Ward County, North Dakota, Muni-
cipal Industrial Development Act
Revenue Bond (The Young Men’s
Christian Association of Minot, North
Dakota Project), Series 2007 and re-
fund the Ward County, North Dako-
ta, First Mortgage Revenue Bonds
(Minot Family YMCA Project),
Series 2000 (the “Prior Bonds”).
Proceeds of the Prior Bonds were
used to construct and equip a
54,000 square foot facility and its
37,000 square foot expansion, locat-
ed at 3515 16th Street SW in Minot,
North Dakota, which include two
gymnasiums, a swimming pool, well-
ness center, climbing tower, rac-
quetball court, exercise area, track,
locker rooms, storage space, meet-
ing rooms, administrative offices and
rooms, and functionally related facili-
ties and other improvements (the
“Project”). The Project is owned and
operated by The Young Men’s
Christian Association of Minot, North
Dakota, a North Dakota nonprofit
corporation. The amount of the pro-
posed bond issue is not to exceed
$4,000,000. The bonds shall be lim-
ited obligations of the County pay-
able solely from the revenue pro-
vided by The Young Men’s Christian
Association of Minot, North Dakota
and pledged to the payment thereof.
No holder of any such bonds shall
ever have the right to compel any
exercise of the taxing power of the
County to pay the bonds, or the in-
terest thereon, nor to enforce pay-
ment against any property of the
County. The Young Men’s Christian
Association of Minot, North Dakota
is engaged in providing recreational,
social, and human service programs
and facilities, to better meet the
health and human service needs of
its service area and competitors are
hereby notified of that fact pursuant
to Chapter 40-57, N.D.C.C. All per-
sons interested may appear and be
heard at the time and place set forth
above or may submit their views in
writing to the County
Auditor/Treasurer prior to the time of
the hearing. Any member of the pub-
lic seeking to submit comments re-
lating to the public hearing may sub-
mit their comments to

Power Company (OTP) filed an ap-
plication for an Advance Determina-
tion of Prudence for the company’s
proposed investments in a demand
response system based on ad-
vanced metering (known as Ad-
vanced Metering Infrastructure or
AMI). OTP believes AMI will im-
prove reliability, enhance customer
control and save money on meter
reading logistics.
The issues to be considered in this
matter are:
1. Whether OTP’s proposed
resource addition is prudent.
2. Whether the Commission should
grant OTP an advanced determina-
tion of prudence.
Those interested are invited to com-
ment on the application in writing.

Please take notice that beginning on
July 22, 2021, at 8 am central time
the Commission will conduct a Pub-
lic Hearing in the Commission Hear-
ing Room on the 12th floor of the
State Capitol at 600 East Boulevard
Ave. in Bismarck, North Dakota.
On November 6, 2020, Northern
States Power Company, dba Xcel
Energy, (NSP) filed with the Com-
mission an increase in rates for elec-
tric service. NSP’s proposed rates
would result in an increase in its an-
nual North Dakota electric service
revenue of $22,227,649 or 10.8 per-
cent. Interim rates subject to refund
were approved on December 16,
2020.
On March 26, 2021, NSP filed with
the Commission an update in this
proceeding reducing the requested
increase to North Dakota electric re-
tail revenues from a $22.2 million in-
crease to a $19.2 million increase,
or a reduction from 10.8 percent to
9.3 percent.
The issues to be considered in this
matter are:
1. What is the value of NSP’s pro-
perty, used and useful, for the ser-
vice and convenience of the public
in North Dakota?
2. What is NSP’s rate of return on its
property, used and useful, for the
service and convenience of the pub-
lic in North Dakota?
3. What is a just and reasonable rate
of return on NSP’s property, used
and useful, for the service and con-
venience of the public in North
Dakota?
4. What rates and charges are
necessary to provide a just and rea-
sonable rate of return on NSP’s pro-
perty, used and useful, for the ser-
vice and convenience of the public
in North Dakota?
5. Are NSP’s rate schedules
designed in such a manner that they
result in a basis of charge to its cus-

TELECOMMUNICATIONS RELAY
SERVICE SURCHARGE
May 5, 2021
On April 21, 1993, Governor Edward
T. Schafer approved House Bill No.
1028 that established a program to
provide specialized telecommunica-
tions services and equipment to the
communications impaired. The re-
lay services program is funded by an
access line surcharge paid by the
customers of local exchange com-
panies and radio communications
service providers.
The relay services program is ad-
ministered by the Information Tech-
nology Department of the State of
North Dakota. Before June 1 of
each year, the Public Service Com-
mission calculates the amount of the
surcharge based on cost data and
other information provided by the In-
formation Technology Department.
The Commission has calculated the
2021-2022 surcharge to be included
in bills to customers is $.03 per ac-
cess line per month.

On April 27, 2021, Montana-Dakota
Utilities Co. (MDU) filed an applica-
tion for a variance to its surcharge
adjustment pursuant to the terms of
its Cost of Gas – Natural Gas Rate
88 tariff. The proposed change
would extend the time for recovery
of the under-collected balance of the
cost of gas adjustment from 12
months to 16 months from June 1,
2021 through September 30, 2022.
The issues to be considered in this
matter are:
1. Whether the proposed rate
change is just and reasonable.
2. Whether it is appropriate to grant
a waiver of the Commission’s rules
under North Dakota Administrative
Code section 69-09-02-39, Au-
tomatic Adjustment Clauses, for the
stated purpose.
Those interested are invited to com-
ment on the application in writing.
Persons desiring a hearing must file
a written request identifying their in-
terest in the proceeding and the rea-
sons for requesting a hearing. Com-
ments and requests for hearings
must be received by May 25, 2021.
