NOTICE IS HEREBY GIVEN that

the City of Minot (Owner) is re-

questing Bids for the construction of

the following Project: Paving & Utility

District 2021-1 City of Minot Project

#4585

Bids for the construction of the Pro-

ject will be received at the office of

the City Clerk located at 515 Second

Avenue SW (Second Floor), Minot,

North Dakota 58701, until Tuesday,

23 February 2021 at 2:00 PM local

time. At that time the Bids received

will be publicly opened and read.

The Project includes the following

Work: The project will remove ap-

proximately 2,000 LF of existing 24′

wide asphalt rural road section on

1st St NW from 19th Ave NW to 15th

Ave NE and replace it with City of

Minot Standard 31′ road. Other por-

tions of the Work include, but is not

limited to the following:

¯Construction of a storm water re-

tention pond and outlet structures

¯Watermain of various sizes, sani-

tary sewer main of various sizes and

manholes, RCP storm sewer pipe

and structures

¯Type C Street lights, (No. 4

RHW/USE, Cu) and (No. 6 THW

Grd) including sections of under-

ground rigid conduit, Type IV electri-

cal power feedpoint, coordination

and cost allowances for work provid-

ed by XCEL Energy

¯Phased traffic control, erosion con-

trol, construction entrance, and other

such work normally required of an

urban street project

¯Mulch, topsoil, grass seeding, and

grow-in maintenance

¯Sports fencing, foul poles, and res-

toration of irrigation system on Minot

Park District Sertoma Complex Field

Potential bidders may contact the

Assistant City Engineer at

Each bid must be accompanied by a

separate envelope containing the

bid security in a sum equal to five

percent of the full amount of the bid

and must be in the form of a bidder’s

bond. A bidder’s bond must be exe-

cuted by the bidder as principal and

by a surety, conditioned that if the

principal’s bid is accepted and the

contract awarded to the principal,

the principal, within ten days after

notice of the award, shall execute a

contract in accordance with the

terms of the bid and the bid bond,

and any condition of the City of

Minot, as required by law. A counter-

signature of a bid bond is not re-

quired. If the City of Minot elects to

award a contract to the lowest

responsible bidder, and the lowest

responsible bidder does not execute

a contract within the ten days al-

lowed, the bidder’s bond must be

forfeited to the City of Minot and the

project awarded to the next lowest

responsible bidder.

Each bidder must possess a valid

North Dakota contractor’s license for

the full amount of their bid, as re-

quired by Section 43-07-07 of the

North Dakota Century Code. Each

bidder MUST enclose a copy of their

Contractor’s License or Certificate of

Renewal, issued by the North Dako-

ta Secretary of State, in their bid

bond envelope, and each license

must be valid and dated at least 10

days prior to the date set for bid

opening, as required under Section

43-07-12 of the North Dakota Centu-

ry Code.

No bid may be read or considered if

it does not fully comply with the re-

quirements of Section 48-01.2-05 of

the North Dakota Century Code, and

any deficient bid submitted will be

resealed and returned to the bidder

immediately.

All Bids submitted and all Work

completed must be as stipulated in

the Agreement.

The City of Minot reserves the right

to hold all Bids for a period of 30

days after the date of the bid open-

ing, to reject any or all Bids and to

rebid the project until a satisfactory

bid is received, and to waive any in-

formality or irregularity in any Bid.

cedures, and contract award, refer to

the Instructions to Bidders that are

included in the Bidding Documents.

OUTLINE OF PROJECT. The pro-

ject is a three-story 54 unit apart-

ment building with two attached one

story parking garages for Beyond

Shelter Inc.. The project located at

the intersection of 35th Avenue NW

and Kodiak Street in Minot, ND, will

be wood framed, with asphalt shin-

gle sloped roof, metal siding and

brick veneer. Interior finishes will be

primarily carpet, luxury vinyl tile,

painted gypsum, and ceramic tile in

locations. The project is federally

funded and part of the NDR pro-

gram.

sets or partial sets will be distributed

upon receipt of payment for the in-

formation charged at the current

reproduction rate. None of this pay-

FEDERAL REGULATIONS. This

contract is Federally assisted. The

Contractor must comply with the

DavisBacon Act, the AntiKickback

Act, and the Contract Work Hours

this bid will obligate the Contractor

and Subcontractors not to discrim-

inate in employment practices.
