The regular meeting of the Lewis
and Clark School Board was called
to order at 7:00pm in the Berthold
boardroom. Board members present
were Erickson, Pank, Schilla,
Deaver, Schepp and Brown. Absent
was Engelhard. Also present were
Superintendent Ritteman, Athletic
Director Brown, Principals Gerding,
Hochhalter, Lahti and Jenkins, guest
Josh Johnson and Business
Managers Liz Huus and Tammy Lin-
dahl.
Motion was made by Pank/Brown to
approve the agenda as presented.

The board and administration re-
viewed the bills and financial re-
ports. Motion was made by
Brown/Pank to accept the general
fund bills and the revenue and ex-
pense reports. All yes. MC.
Motion was made by Brown/Schilla
to approve the hot lunch report dat-
ed 10-31-2020. All yes. MC.
Board Policies were discussed. Mo-
tion was made by Brown/Pank for
2nd reading of policies KACB, AAC,
AAC-BR2, AAC-BR1 and AAC-BR3.

Motion was made by Pank/Schilla to
rescind the present policies DDEA,
HCAA and DE. All yes. MC. Board
member Engelhard arrived.

Athletic Director discussed participa-
tion numbers and the installation of
cameras in the gyms for public
broadcast during ballgames. he
asked the boards opinion on
coaches being able to mandate use
of masks in school and on the bus
for the sport participants. Lots of dis-
cussion followed with the board.
Board also discussed classroom use
of masks. Board consensus was the
decision to be left up to the parents,
students and coaches individually.
Superintendent Ritteman discussed
a grant we have received to pur-
chase a walk-in freezer for NSP for
$9,964.00.
Mr. Ritteman presented the changes
to the district Learning Plan and
Health and Safety Plan. The main
changes are we are no longer tied to
the state color coding system and
we have updated State Health
Department guidance. Motion was
made by Schilla/Schepp to approve
the updated Lewis and Clark Learn-
ing Plan and the updated Lewis and
Clark Health and Safety Plan. All
yes. MC.
Board member Engelhard discussed
bus routes and our method of paying
drivers. Mr. Ritteman acknowledged
one route is considerably more time
than all the rest and he recommends
this one route be paid and additional
amount/week.
Highlights of the principals’ report
were discussed.
School board members discussed
the School Board Convention ses-
sions they had viewed.
School board discussed purchasing
the old Plaza Cenex building two
blocks from the school. Motion was
made by Engelhard/Deaver to put in
a bid for $40,000 to purchase the old
Plaza Cenex building to be used for
Vocational Ag classes and for work
on buses. All yes. MC.
Superintendent Evaluation was done
starting at 10:06 pm and ended at
10:35 pm. With no further business
the meeting adjourned with a motion
by Engelhard.

November 18, 2020
The special meeting of the Lewis
and Clark School Board was called
to order at 7:00 pm on Wednesday,
November 18, 2020 in the Berthold
boardroom. All board members were
present. Also present were Superin-
tendent Ritteman, Principals Gerd-
ing, Jenkins, Lahti and Hochhalter,
Athletic Director Brown and Busi-
ness Managers Liz Huus and Tam-
my Lindahl.
Purpose of the meeting was to dis-
cuss COVID issues following the
Governor’s statewide mandates.
The administration has worked on
an informational letter to be sent to
all parents defining the mask man-
dates, etc. The board and adminis-
tration reviewed the letter line by
line. There were a few small
changes made. Motion by
Engelhard/Deaver to remove one
entire paragraph considering it to be
too political. Discussion followed. On
roll call vote: Deaver-yes; Pank-yes;
Schilla-yes; Brown-no; Schepp-no
and Engelhard-yes. MC. 4-2. The
rest of the letter was reviewed and
approved.
With no further business the meeting
adjourned with a motion by
Engelhard at 8:29pm.

Request for Qualifications
Minot City Hall Rehabilitation
City Project 4466
The City of Minot Engineering
Department is requesting qualifica-
tion submittals for architect and en-
gineering services to rehabilitate a
building at 15 2nd Avenue SW in
downtown Minot. The building is the
former Wells Fargo building. The
firm must submit 5 bound copies
and one digital copy in PDF format.
The RFQ must be labeled
“Qualifications Submittal for Minot
City Hall Rehabilitation – City Pro-
ject 4466”. Responses to the re-
quest for qualifications must be sub-
mitted to the City Engineer’s office
by 4:00 pm January 22, 2021.
All submittals must be sent to and
received by:

The work will generally include a
space needs analysis, conceptual
building layout plans, council
presentations, architectural,
mechanical, electrical, plumbing,
and civil site plan drawings and
specifications, cost estimating, pro-
ject bidding and bid analysis, con-
struction administration and inspec-
tion, building commissioning, and
as-built drawings.
Funding for this project will come
from federal HUD Community
Development Block Grant National
Disaster Resiliency (CDBG-NDR)
Grant dollars. The consultant will
have to follow CDBG-NDR regula-
tions and will need to coordinate
work with the City of Minot Engineer-
ing Department and City
CDBG-NDR office. All work must
take into account the compliance
with CDBG-NDR rules and regula-
tions as well as any other State
and/or Federal funding require-
ments. CDBG-NDR contract
language will need to be incorporat-
ed into the consultant contract and
any bidding documents. Attention of
respondents is particularly called to
the requirements as to conditions of
employment to be observed under
the contract, Section 3, taking affir-
mative steps to use small,
minority-owned and women-owned
businesses in subcontracting,
Segregated Facility, Section 109, Ti-
tle VI and EO 11246.

available in the City Engineering
Department Office, City of Minot
Public Works Building, 1025 31st
Street SE, Minot, ND, Monday
through Friday between the hours of
8:00 a.m. and 4:30 p.m. or tele-
phone at (701) 857-4100. The City
of Minot reserves the right to reject
any and all proposals.
