Again, why a gathering space?

Once again, your stories cause me to ask the question, “Why do we need a gathering space?” What is the purpose? This has never been clarified as far as I know.
If someone from the city council would explain this in words of one syllable, it might lessen the opposition.
We have unnecessary parking garages, we have a more than adequate city hall (why talk of a new one?) and we have our “officials” spending OUR money “just because.”
If someone would please say why we need one, I might drop my opposition. Otherwise, it is just more parking garage monkey shines.
