Not the time to recycle

I see Minot came in first for the highest property taxes out of the 12 largest cities in ND. And it appears “we” are going to hold on to the No. 1 spot for a long, long time. And I’d like to know why “we” are looking at recycling now, when other cities are stopping because it appears to be just a feel-good policy anyway?
