BISMARCK - Gov. Kelly Armstrong will deliver a State of the State address to a special session of the 69th Legislative Assembly on Wednesday, Sept. 2, in the House of Representatives chamber of the North Dakota Capitol, Bismarck.
The address will begin at about 10 a.m. and will be livestreamed on the Legislature's website. The Governor's Office website also will have a link to the video.
Armstrong issued an executive order Aug. 3 convening the Legislature for a special session starting Sept. 2 to consider changing state law to regulate or prohibit kratom and kratom products. He also declared a state of emergency over the public health threat posed by kratom and its derivatives - all unregulated and not age-restricted - and banned the sale, manufacture, purchase, delivery, distribution and possession of kratom and kratom products starting Aug. 5.
The North Dakota Constitution requires the governor to present information on the condition of the state, together with any recommended legislation, to every regular and special session of the Legislature.
