Vietnam veterans celebration set for Monday

Tom Joyce, Minot’s city manager and a retired U.S. Air Force colonel, will give the keynote address at the National Vietnam War Veterans Day observance Monday, March 30, at the Minot Municipal Auditorium.

The event to honor and recognize Vietnam War veterans will run from 11 a.m.-1 p.m. A program with Joyce and other speakers will be presented about 12:30 p.m.

Aaron Moss, Veterans Outreach Program specialist with the Minot Vet Center, said the event is open to all Vietnam veterans and their families.

The event is free and a free meal will be available for the first 150 people.

Joyce retired with the rank of colonel in the U.S. Air Force in 2014, according to the Oct. 3, 2025, and Nov. 7, 2023, editions of The Minot Daily News. He also was deputy to the Garrison commander at the U.S. Army Garrison Fort Carson in Colorado Springs, Colorado. Joyce was responsible for directing administrative, technical and professional services supporting a population of more than 73,000 at a large, multi-mission military installation.

Joyce became Minot’s assistant city manager in 2023 and city manager in 2025.

His education includes a Master’s degree in military operational art and science from Air Command and Staff College in 2000 and a Master’s of strategic studies from Air War College in 2005.

Last year marked the 50th anniversary of the end of the Vietnam War on April 30, 1975.

Minot’s first Vietnam veterans recognition event, Vietnam Veterans Day Welcome Home, was about a decade and a half ago. An event to honor and recognize Vietnam veterans has continued.
