State taking comments on air quality permits
The North Dakota Department of Environmental Quality is proposing to issue multiple air pollution control permits for construction to Andeavor Field Services LLC, owned by MPLX, in accordance with the North Dakota Air Pollution Control Rules.
The proposed air pollution control permits are for the integration of federally enforceable requirements for three facilities: Stanley Compressor Station and Robinson Lake Gas Plant, located in Mountrail County, and Belfield Gas Plant, located in Stark County.
The department reports preliminary evaluations indicate that the facilities will comply with all applicable Air Pollution Control Rules and there will be no detrimental or significant effects to air quality. Predicted concentrations in the air surrounding the facilities are expected to be below the state and federal ambient air quality standards, which are standards that are set at a level to protect human health and the environment.
A 30-day public comment period will run until April 11. For purposes of official consideration, all comments must include the subject line “Re: Public Comment for Permit Number ACP-18308 v1.0,” (or ACP-18309 v1.0 or ACP-18310 v1.0) and must be directed in writing via email to AirQuality@nd.gov or via physical letter addressed to the NDDEQ, Division of Air Quality, 4201 Normandy Street, 2nd Floor, Bismarck, ND 58503-1324.
The facilities’ applications and other documents are available for review at the department’s office and on the department’s website. Mailed copies of these documents are available upon request.
