Arrest warrants issued for parents following CPS investigation

The parents of a 6-month-old child who was allegedly exposed to narcotics are being sought on arrest warrants, according to the Minot Police Department.
The department was contacted by Ward County Child Protective Services (CPS) regarding concerns the child was being exposed to narcotics. On Tuesday, Sept. 2, MPD officers and the Ward County Narcotics Task Force located the child at a known narcotics residence in northeast Minot. Due to the living conditions and information provided by CPS, an emergency removal of the child was conducted. The child was placed into CPS custody and later tested positive for extremely high levels of methamphetamine and fentanyl.
The child’s parents, Daryl Shawun Delano, 40, and Daphine Storm Annett, 35, both of Minot, were both present at the time of removal. Annett admitted both she and Delano were using narcotics, according to Minot Police information.
Following the test results and further investigation, an arrest warrant was obtained for Delano and Annett on the charge of endangerment of a child or a vulnerable adult, a Class C felony.
Delano turned himself in on the warrant on Monday. Sept. 15. according to Minot Police, and Annett’s whereabouts remain unknown.
