Many communities, agencies uncertain of impact of federal money freeze

The City of Minot isn’t anticipating major impact from a presidential order related to federal grants and loans, based on the most current information available, according to David Lakefield, the city’s finance director.

The presidential order appears directed to certain types of grants and programs that don’t apply to the city or through which the city has no current projects, Lakefield said.

“Most of ours is housing or infrastructure recovery,” he said.”Right now, I am not anticipating any major impacts.

He noted the city is working on obtaining federal funding for its lead and copper pipe replacement program, but the state hasn’t been able to determine yet whether those funds could be affected.

Many communities and agencies that receive federal grants remained in a state of uncertainty Wednesday as new developments continued to occur related to an initial freeze on many of those grants.

In a social media post Tuesday, Jamie Azure, chairman of the Turtle Mountain Chippewa Tribe, Belcourt, cited the fear across the state in light of President Trump’s pause on federal grants and loans.

“This is a perfect example of why our Tribe has pushed so hard to diversify Economic Development while developing new revenue streams. Perfect Example of why Self Sustainability is so important,” he wrote.

“I thank our Tribal Government, our staff, our leadership at the college, school systems, and more for their quick responses to protect and draw down funds. The Nation was in a frenzy as portals were crashing from so many attempting the same actions in a short amount of time,” he continued. “We live to fight another day. Many see this as a thinly veiled attack on a people that have been fighting for well over a century and stand stronger today because of it. We rise when challenged. We are masters at reacting to threat. We as a Nation have now began Strategic Planning to protect us from threats like today in the future.”

Minot Housing Authority remained uncertain Tuesday about how its programs might be affected. Executive Director Tom Alexander said there had been no clarification from federal agencies but there was notification from the Office of Management and Budget.

According to the OMB statement, the pause in federal grants and loans is limited to programs, projects, and activities implicated by the President’s Executive Orders, such as ending Diversity, Equity and Inclusion, the green new deal and funding nongovernmental organizations that undermine the national interest. The notice specifically mentioned there would be no pause to Social Security, Medicare, Medicaid, SNAP, funds for small businesses and farmers, Pell grants, Head Start, rental assistance and other similar programs.
