Tom Joyce has been named assistant city manager for the City of Minot. The Minot City Council approved his hiring Monday.
Joyce is a retired Air Force colonel. Since 2021, Joyce has served as the Deputy to the Garrison Commander at the U.S. Army Garrison Fort Carson in Colorado Springs, Colorado. Joyce wasresponsible for directing administrative, technical and professional servicessupporting a population of more than 73,000 at a large, multi-mission militaryinstallation.
Joyce's education includes a bachelor's degree in American Government from the University of Virginia in 1986, a master's degree from Purdue University in 1991, a master's in military operational art and science from Air Command and Staff College in 2000, and a master's of strategic studies from Air War College in 2005.
"We're confident Tom will be a great fit and we're looking forward to adding him to our already strong leadership team at the City of Minot," City Manager Harold Stewart said.
Joyce will begin his duties in Minot on Jan. 15. As assistant city manager, he will work with Stewart and the city council to oversee all facets of the city's organizational management. The City's Public Works, Utilities and Engineer's offices will report directly to Joyce.
