Parkview and Western Village tenants meet new property manager

After nearly two months of scarce communication from owners and management after the sale of Parkview Mobile Home Park and Western Village in Minot, the parks now have North Dakota-based manager.

Roommates and residents of Parkview, Shannon Cook and Markita Pietsch, said they were talking to a lawyer to see if they could get out of their lease after becoming frustrated with maintenance issues and lack of communication from the new owners.

“We were right on the verge of writing a letter for terminating the lease,” Cook said. “She (our lawyer) had gone through our lease and everything and found plausible cause to go ahead and get out of it.”

Cook said that she received emails and a phone call from the manager and spoke with her Friday afternoon during the two-hour period the new manager spent parked at the Parkview mailboxes for residents to stop by and ask her questions.

Cook and Pietsch are hopeful but skeptical.

“She was very nice,” Cook said. “I’m not sure if we’re going to try to still go ahead and terminate the lease, or if she’s nice enough, we might just stick it out until June when our lease is up.”

“I’m kind of waiting to see if she’s just placating, or if she does actually get maintenance out quickly,” Pietsch added.

In a Feb. 12 article titled “I’m thinking about moving,” The Minot Daily News reported on tenants’ continued difficulty in contacting management to renew leases and make maintenance requests. The phone number provided after the sale was mostly a dead-end that left tenants wondering how to get ahold of a person, and the companies that purchased the properties are registered out of state.

Almost identical notices titled “New Property Manager,” which were posted on the mailboxes at Parkview and Western Village Thursday, notified tenants that “Haylie” would be at Parkview from 1-3 p.m. and Western Village from 3-5 p.m. to answer questions. The notice didn’t identify her last name, and she declined to give her full name to The Minot Daily News.

At 1 p.m., she was at Parkview, and she arrived at Western Village a little after 3 p.m.

Haylie confirmed that she is the new property manager for both parks, she lives in North Dakota and that she started the position on Monday. She declined to comment on the companies that bought the parks or who hired her, but she did reply to an email from The Minot Daily News with a statement.

“The transition to new ownership is very recent and significant improvements are already underway. I began work just this week and am focused on enhancing our services, continuing to implement improvements regarding maintenance issues and making sure questions from our valued tenants are addressed in a timely and effective way,” she said.

The Minot City Assessor’s office listed both sales as occurring on Dec. 29, 2021. Tenants at Parkview and Western Village received letters dated Dec. 28, 2021, notifying them that the respective properties had been sold.

The Minot City Assessor’s office lists the deed holder for Parkview as Parkview MHP LLC, and the deed holder for Western Village as Western Village MHP LLC. Parkview. Both LLCs have the same New Jersey address. Parkview cost $2.7 million, and Western Village sold for $2.6 million.

The tenant letters stated that both Western Village MHP LLC and Parkview MHP LLC are affiliates of Homes of America LLC, a Delaware-based company. As of Friday afternoon, all three companies are listed with the Delaware Division of Corporations, but none of the three are registered in North Dakota or New Jersey.

The North Dakota Secretary of State office confirmed last week that companies must register in the state if they are doing business in North Dakota.
