Harvey Allen Smith Jr., 31, Bismarck, is charged in district court in Stanley with terrorizing for allegedly threatening to kill others, including law enforcement officers, in New Town with a firearm on Jan. 11 and for holding them at a standoff. He is charged with five counts of Class C felony terrorizing, one count of Class C felony preventing arrest, and Class B misdemeanor criminal mischief.

According to a probable cause affidavit filed with the court, law enforcement received a call from a man saying that Smith was threatening him with a gun at a New Town residence and he feared for his life. The Mountrail County Sheriff’s Office responded along with the Three Affiliated Tribes police department.
