Patrick Fennell, Minot, charged with intent to deliver heroin

Patrick Nathan Fennell, 32, is charged in district court in Minot with Class B felony intent to deliver heroin on Friday.

According to a probable cause affidavit filed with the court, police responded to a report that Fennell was in the back yard of a residence in southwest Minot and had been rambling and screaming. The person who called police believed Fennell was having a mental health crisis of some sort and wanted Fennell removed from the property as he had made threats to her in the past and had been in the back yard swearing and yelling all night. Fennell was laying on a mattress in the back yard. Police made contact with Fennell and arrested him on the outstanding warrant from Mountrail County. Fennell said he had shilajit in his pocket, which is a drug that might look like heroin. He also made a comment to the effect that doing drugs was not wrong and if he did drugs it was acceptable because it did not harm anyone. A search of Fennell turned up what officers believed to be packaged heroin or a heroin compound in an amount that they believed meant that it was intended for sale.

Fennell is scheduled to make an initial appearance on the charge today before Judge Stacy Louser.
