Jerrad Lesmann charged with felony preventing arrest, possession of meth pipe

Jerrad Lee Lesmann, 32, Glenburn, is accused of resisting arrest on felony warrants and putting Ward County Sgt. Conrad Kossan at risk of substantial bodily injury on July 31.

Lesmann is charged in district court in Minot with Class C felony preventing arrest and Class C felony possession of a methamphetamine pipe.

He had outstanding warrants on charges ranging from bail jumping to possession of a controlled substance, theft of property and felon in possession of a firearm.

According to the probable cause affidavit filed with the court, Kossan believed the vehicle, which had a bulb out, looked suspicious. Kossan wrote that Ward County has had some burglaries and stolen property recently with no specific pattern. Kossan wanted to stop the vehicle to see what the driver was doing in the area at 3:48 a.m. Kossan wrote that the vehicle also had a light bulb out and that it became clear that Lesmann was actively trying to elude him. Kossan eventually pulled the vehicle over in the 4900 block of 50th Avenue SE in Ward County. Lesmann refused to identify himself and refused to get out of his vehicle. Kossan reached into the car to open the door to physically remove Lesmann from the vehicle. Lesmann was holding the keys in his hand and moved to put them in the ignition. Kossan crawled through the window to prevent Lesmann from escaping and from putting the keys in the ignition. Lesmann physically resisted and knocked Kossan’s glasses off his face onto the floor of the pickup. Lesmann eventually backed toward the passenger side of the vehicle. Kossan ordered Lesmann to drop the keys and Lesmann refused. Kossan then used his taser on Lesmann. Lesmann then complied and threw the vehicle keys out the window. He got out of the vehicle and was handcuffed. Lesmann had a glass methamphetamine smoking pipe with suspected drug residue in his pocket when he was searched.

Lesmann admitted he had outstanding warrants. Law enforcement ran a check and discovered Lesmann had four outstanding warrants in Ward County and one in Mercer County.
