Three Detroit men charged with drug dealing offenses in Stanley

Three men from Detroit, Mich., are all charged with intent or conspiracy to deliver drugs in Stanley on Friday.

Jamar Joseph Vasser, 40, is charged in district court in Stanley with possession with intent to deliver a Schedule II opiate and Class B felony conspiracy to deliver a Schedule II controlled substance. Thomas Edward Cloud, 66, is charged with Class B felony conspiracy to deliver a Schedule II controlled substance. Jovanti Quest Vines, 26, is charged with Class B felony conspiracy to deliver a controlled substance.

Court records show that all three men made initial appearances on Monday before Judge Richard Hagar, who set bail for all three at $20,000 cash or corporate surety. A preliminary hearing for all three is scheduled for July 23.

According to a probable cause affidavit filed with the court, the Ward County Narcotics Task Force had staked out the Amtrak Train Station in Minot on Friday. Amtrak police had previously tipped them off about Cloud and Vines arriving in Minot at the train station on Friday morning. Cloud had made one prior trip in February, according to the affidavit. The task force officers saw a Central Cab taxi vehicle pull up at the train station and three black men get into the cab. The Ward County Narcotics Task Force officers followed the taxi south on Highway 83 and saw it continue west on Highway 23. They couldn’t stop the vehicle while it was still in Ward County because a marked patrol vehicle was not available to make the stop. According to the affidavit, officers are aware that people from Detroit use cabs to travel from Minot to the Fort Berthold Indian Reservation.

The vehicle carrying the men crossed into Mountrail County, where it was stopped by an officer from the MHA Drug Enforcement Task Force at Mile Marker 72 on Highway 23. Mountrail County Sheriff’s Office deputies were also at the scene. The MHA officer had his police dog sniff around the cab and the dog alerted to the presence of drugs. Cloud, Vines, and Vasser were detained and officers searched the two duffle bags in the back of the vehicle. The search turned up two Pringle chip containers in one of the duffle bags that had hidden compartments inside. Several bags of suspected oxycodone pills were stuffed in Pringle containers in the duffle bag that also contained a train ticket belonging to Vasser. In the other duffle bag, the search turned up a soda bottle with a hidden compartment which was empty. A train ticket belonging to Cloud was in that duffle bag.

Vasser allegedly admitted to buying the pills for $2,500 in Detroit and intending to travel to New Town to stay at the casino and gamble. Vasser told police he knows Cloud through Cloud’s grandson. Vines told officers he was going to New Town to stay at the casino for a Father’s Day family picnic but declined to give more information. He told police that he is not technically related to Cloud but considers Cloud his uncle. Vines did not have any luggage with him and claimed he was going to purchase clothing at the casino.

Cloud said he wanted a lawyer and refused to answer any questions.
