Former officer to spend prison term at Leavenworth
A former officer at Minot Air Force Base who was convicted in a military court recently for leading a violent gang involved in drugs and alcohol, and arranging the exchange of money for sex with underage girls, will be spending his 25-year prison term at the federal penitentiary at Leavenworth, Kan.
Leon A. Brown IV, who had the rank of captain, also was sentenced to dismissal from the Air Force (the equivalent of a dishonorable discharge for officers) and total forfeiture of all pay and allowances, according to a news release from Minot AFB.
The news release said Brown was found guilty at a general court martial of:
willful dereliction of duty by providing alcohol to minors:
distribution of marijuana and psilocybin;
use of psilocybin (psilocybin or “magic,” mushrooms are a controlled substance with hallucinogenic effects);
sexual assault of a child under the age of 16 (a lesser included offense of a rape of a child charge);
sexual assault of a child under the age of 16;
conduct unbecoming an officer and gentleman for organizing individuals into a violent street gang;
four specifications of communicating threats;
pandering;
unlawful entry.
“After a litigated trial at the Minot base Dec. 2-8, 2014, a military judge serving as a general court-martial found Brown, an officer stationed at Minot, guilty of the numerous offenses under the Uniform Code of Military Justice and imposed the sentence that removed Brown from the Air Force and placed him behind bars,” the news release said.
According to the information, in January 2012, civilian law enforcement authorities informed the Air Force Office of Special Investigations that Brown was being investigated for multiple crimes.
“That same day, after meeting with AFOSI and reviewing all available evidence, the squadron commander suspended Brown’s mission-ready status and removed his access to sensitive materials,” the information said.
Brown had been assigned to the 742nd Missile Squadron. He was reassigned to the 91st Missile Wing Safety Office while under investigation. He was placed in pre-trial confinement Jan. 13, 2014, pending the outcome of the court martial.
“An adult civilian female reported Brown drugged her and she later woke up to another man having sexual intercourse with her. She also reported that on a separate occasion, Brown administered a drug to her and had sexual intercourse with her while she was substantially impaired,” according to the news release.
“Most airmen abide by the exacting standards required of them. They live the Air Force’s core values of integrity, service and excellence. However, those who don’t and commit criminal acts will be held accountable through the military justice system,” the Minot AFB news release said.
Brown’s prison term will be spent at the United States Penitentiary, Leavenworth, a medium-security U.S. federal prison for male inmates in Kansas. It is operated by the Federal Bureau of Prisons, a division of the U.S. Department of Justice.
