BISMARCK A man who the Sheboygan, Wis., police refer to as an “active pimp” was arrested by the Bismarck Police Department Friday and charged with what the U.S. District of North Dakota Court docket refers to as “coercion and enticement,” but is being held at the Burleigh County Detention Center for what they’re calling human trafficking.

An affidavit filed in the case by a special agent of the Federal Bureau of Investigation’s Minot Resident Agency alleges that Levell Durr, 31, has been making trips to North Dakota with girls to “service” the “fracking areas.” The information was forwarded to the agency by the Sheboygan Police Department, which had received a call from a woman who claims he was holding three “girls” against their will and who identified two of them by first name.

One of the alleged victims of the sex trafficking, known by the false name “Carmen,” spoke with police and the FBI extensively and confirmed the allegation that there were two other victims. One was a white, adult female known as “Kim,” a false name, and the other was a 15-year-old girl known as “Jenna,” also a false name. She said that “Jenna” was used for “special arrangements” with clients who desired younger girls.

While the women allegedly lived in a Minot hotel, there is evidence to suggest that Durr was living with a friend of his that he had gone to school with in Milwaukee in an East Burdick Expressway apartment. He is also believed to have been driving a gold-colored Chevrolet Cruise with Utah license plates. The car is a rental and was allegedly used in the prostitution operation. The roommate was the “muscle” in the operation.

Durr allegedly used drugs to keep the girls “compliant” and made a rule that the girls were to kiss his hand as they handed over all the money they made as prostitutes under him, oftentimes as much as $15,000 in a single week with all of their money combined.

He allegedly kept pitbulls for dog fights in the Milwaukee area and brought those dog kennels to Minot and other areas. He is believed to have locked girls inside the kennels for punishment when they broke his rules, like the kissing of the hand or keeping more money than they need to buy food from a vending machine. He would also allegedly hit, slap or choke the girls to enforce his rules.

To keep them compliant, Durr would make sure they used heroin every morning, a tactic that the special agent who wrote the affidavit knows is a common method to maintain control and compliance through addiction.

The informant victim started speaking with authorities first by way of contacting family on Facebook on May 1 to tell them that she was in danger and was being enslaved but was later able to leave Minot to go home to Chicago and enter a rehabilitation facility there.

On or about June 2, she returned to Minot, telling the family on Facebook and through text messages that “she did not know where she was and she could not recall the past two days” and that “she had been sexually assaulted by Durr.” She was recovered by the FBI’s Minot agency on June 9. She told them that Durr also goes by “Pete” and by “Sonny Stacks.”

Durr will appear in U.S. District Court in Bismarck Thursday at 1 a.m. for a detention hearing and a preliminary hearing. He is currently being held without bond.
