Online casino revenue throughout the entire United States dropped considerably in November 2025 after October saw the sector experience record levels of revenue.

West Virginia showed why it has become a hotbed of online gambling by seeing its annual online GGR shoot up by 58.5 per cent from $23.4 million to $37.1 million and Delaware, the first state to legalise online gambling, had a significant yearly upturn, jumping up 66.1 per cent to go from $7.6 million in November 2024 to $12.7 million in November 2025.
The most impressive upturn in online gross gaming revenue, at least in percentage terms, though, came from the smallest state in the Union. Rhode Island, which legalized online gambling in 2023, saw its GGR almost double from November 2024 to the same month in 2025. In the first month, online gambling in the Ocean State generated $2.8 million, while the 2025 score was about $5.6 million, a rise of 99.6 per cent.
With the overall GGR in the United States coming in over $900 million for two months in a row, there is some speculation that December, a month where, traditionally, the biggest markets (Pennsylvania, Michigan, and New Jersey) have enjoyed some strong performances, could see the American online gambling sector generate revenue of more than $1 billion.
If the seven states where online gambling is legal and regulated could experience a year-on-year increase of 18.7 per cent, then that would move them from $846.6 million in December 2024 to the crucial ten-figures in December 2025.
