the City of Minot (Owner) is request-
ing Bids for the construction of the
following Project: 2022 Traffic Signal
Improvement.
Bids for the construction of the Pro-

Each bid must be accompanied by a

percent of the full amount of the bid

by a surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of the award, shall execute a
contract in accordance with the
terms of the bid and the bid bond,
and any condition of the City of
Minot, as required by law. A counter-
signature of a bid bond is not re-
quired. If the City of Minot elects to
award a contract to the lowest
responsible bidder, and the lowest
responsible bidder does not execute
a contract within the ten days al-
lowed, the bidder’s bond must be
forfeited to the City of Minot and the

opening, as required under Section

ry Code.
No bid may be read or considered if

any deficient bid submitted will be

December 21, 2021
The regular meeting of the Ward
County Commission was called to
order by Chairman Rostad at 9:00
AM with Commissioners Anderson,
Fjeldahl, Pietsch, and Weppler
present. Also present were depart-
ment heads Bradley Starnes, Brian
Vangsness, Dana Larsen, Jason
Blowers, Jennifer Wiechmann,
Karen Schultz, Kerrianne Boetcher,
Kristin Kowalczyk, Marisa Haman,
Noreen Barton, Robert Roed, Roza
Larson, and Tammy Terras. Moved
by Comm. Weppler, seconded by
Comm. Anderson to approve the
agenda with the following changes:
Regular Bills have a new total of
$779,220.74; addition of 8.5, Jason
Blowers, Information Technology
Director – SRT Contract; and pulling
of 9.J.c. – Appointments of Commis-
sioners and other boards. Roll call;
all voted yes; motion carried. Moved
by Comm. Anderson, seconded by
Comm. Pietsch to approve Com-
mission Meeting minutes from De-
cember 7, 2021, and Special Meet-
ing minutes from December 9, 2021.

Intergovernmental Agreement from
the United States Marshals Service
for the Ward County Juvenile
Center. Moved by Comm. Weppler,
seconded by Comm. Pietsch to ap-
prove the agreement and have the
Chairman sign pending review by
our State’s Attorney Roza Larson.
Roll call; all voted yes; motion car-
ried. Brian Vangsness, Facility
Management Director, appeared to
request bids for a 2022 pickup with a
possible trade in as well as a dump
trailer. Moved by Fjeldahl, seconded
by Comm. Anderson to authorize
Mr. Vangsness to obtain bids for
both a 2022 pickup and bids for a
dump trailer. Roll call; all voted yes;
motion carried. Dana Larsen, High-
way Engineer, appeared regarding
construction engineering for Bridge
Replacement Project
BRO-0051(055). Moved by Comm.
Pietsch, seconded by Comm. Fjel-
dahl to select Bartlett & West to
complete the construction engineer-
ing for the Bridge Replacement Pro-
ject BRO-0051(055) located on the
Ward/McHenry County Line and au-
thorize the Chairman to sign the en-
gineering contracts as presented.

ried. Mr. Larsen presented informa-
tion regarding Minuteman Missile
Complex and Aggregate Surfacing
bids. Moved by Comm. Fjeldahl,
seconded by Comm. Pietsch to ap-
prove the resolution to award Aggre-
gate Construction Inc. the contact
for Project ROM-0300(149) and au-
thorize the Chairman of the Board to
sign the construction contracts and
the Cost Participation, Construction,
and Maintenance Agreement. Roll
call; all voted yes; motion carried.
Human Resource Director Tammy
Terras appeared and spoke to facili-
ties interim duties. Kerrianne
Boetcher, Dana Larsen, Paul Olth-
off, Jason Blowers, Marisa Haman,
and Tammy Terras all stepped up in
various positions to help with the de-
ficit in the Facility Management
Director position. A suggestion of
comp time was given to compensate
the above employees. The person-
nel committee will discuss the above
and bring forth suggestions. Ms.
Terras then reviewed the current
Health Insurance policy regarding in-
surance at the end of employment.
The policy had been adopted in
2018 to provide insurance to any
employee who left the county to be
covered through the end of the
month of which the employee
worked unless it was a retirement
then the employee would be
covered for the following month as
well. Because we are going back to
NDPERS insurance, the policy
needs to be changed to follow
NDCC and NDPERS plan docu-
ments and cover anyone leaving
employment through the month after
the employee has left. Moved by
Comm. Weppler, seconded by
Comm. Anderson to approve chang-
ing the policy regarding end of em-
ployment health insurance to ter-
minate the month following separa-
tion of employment. Roll call; all

A pre-Bid conference for interested
bidders will be held on January 13,
2022, from 10:00 AM CDT until
11:00 AM CDT. The conference will
be hosted in person at the office of
Houston Engineering at 3900 13th
Avenue SE, Minot, ND and on Mi-
crosoft Teams, and will also be ac-
cessible via a call-in conference line.
All bidders planning on attending
the meeting by Microsoft Teams
shall send an invite request, via
email, with the subject “MI-5B.1
Pre-Bid” to Rusten Roteliuk at
rroteliuk@houstoneng.com prior to
Noon on January 12th, 2022. The
Engineer will also be available, if re-
quested, to meet any prospective
bidders at the project site immedi-
ately following the pre-Bid meeting.
In general, the Work included in the
Project includes the labor, materials,
tools and equipment required to con-
struct MREFPP Phase MI-5B.1
Equipment Storage Building Relo-
cation as fully depicted in the Draw-
ings and Project Manual for the Pro-
ject. The Project is located within
the City of Minot, North Dakota.
All Bids are to be submitted on the
basis of cash payment for the Work,
and are to be enclosed in a sealed
envelope addressed to the under-
signed Chairman, endorsed as re-
quired below. The bid security must
be in a sum equal to five percent
(5%) of the full amount of the Bid
and must be in the form of a bidder’s
bond. A bidder’s bond must be exe-
cuted by the bidder as principal and
by a surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of the award, shall execute a
contract in accordance with the
terms of the Bid and the bid bond
and any condition of the governing
body. A countersignature of a bid
bond is not required. If a successful
bidder does not execute a contract
within the ten days allowed, the
bidder’s bond must be forfeited to
the governing body and the project
awarded to the next lowest responsi-
ble bidder. The bidder must be
licensed for the full amount of the
bid as required by Section 43-07-12
of the North Dakota Century Code.
The outside of the sealed envelope
containing the bid and other required
items shall be endorsed with the fol-
lowing verbiage:

2.The name of the person, firm, cor-
poration, or joint venture submitting
the Bid.
3.The Bidder’s Contractor’s License
or Contractor’s License Renewal
Number.
4.Acknowledgement of Addenda.
A copy of the Bid Bond and Bidder’s
Contractor’s License or Contractor’s
License Renewal shall be included a
separate envelope from the bid. No
Bid may be read or considered if it
does not fully comply with the re-
quirements of Section 48-01.2-05 of
the North Dakota Century Code. Any
deficient Bid received will be
resealed and returned to the Bidder
immediately. The Owner reserves
the right to hold all bids for 60 days,
to reject any or all Bids and to waive
any informality or irregularity in any
Bid and to accept the Bid deemed in
the best interest of the Owner. The
Owner reserves the right to rebid the
project until a satisfactory Bid is re-
ceived. All Work shall be complete
and ready for final payment in accor-
dance with the General Conditions
by July 1, 2022. Should the Contrac-
tor fail to complete its obligations
under the Contract within the time
required herein or within such extra
time as may have been granted by
formal extensions of time approved
by the Owner, there will be deducted
from any amount due to the Con-
tractor the sum of $500 per day (with
no suspension for winter work) for
each and every calendar day that
the substantial or final completion of
the Work is delayed. The Contractor
and its Surety will be liable for any
excess. Such payment will be as
and for liquidated damages and not

Special Meeting Minutes of the
Board of Ward County
Commissioners
December 29, 2021
The special meeting of the Ward
County Commission was called to
order by Chairman Rostad at 9:00
AM with Commissioners Anderson,
Fjeldahl, Pietsch, and Weppler
present. Also present were depart-
ment heads Derrill Fick, Emily Burk-
ett, Jason Blowers, Jennifer Wiech-
mann, Kerrianne Boetcher, Kristin
Kowalczyk, Marisa Haman, Noreen
Barton, and Roza Larson. Moved by
Comm. Weppler, seconded by
Comm. Pietsch to approve the regu-
lar bills totaling $366,118.27 and Hu-
man Service Zone direct cost bills
totaling $8,552.21. Roll call; all vot-
ed yes; motion carried. Noreen Bar-
ton, Director of Tax Equalization, ap-
peared and spoke to the Joint
Powers Agreement with the City of
Kenmare. Moved by Pietsch,
seconded by Fjeldahl to approve
signing the Joint Powers Agreement
with Kenmare which will have Ward
County do inspections and building
permits. Roll call; all voted yes; mo-
tion carried. Auditor/Treasurer Mari-
sa Haman appeared. Moved by
Weppler, seconded by Anderson to
approve signing the Opioid Settle-
ment paperwork to opt in as a parti-
cipant. Roll call; all voted yes; mo-
tion carried. Moved by Pietsch,
seconded by Fjeldahl to approve the
precinct districts as presented. Roll
call; all voted yes; motion carried.
Moved by Weppler, seconded by
Fjeldahl to approve the year-end
budget amendments with the only
change being the Park increase
coming out of the 603 Park improve-
ment fund and not the general fund.
Roll call; all voted yes; motion car-
ried. Moved by Weppler, seconded
by Pietsch to approve the 2022
Liquor License for Veterans of
Foreign Wars. Roll call; all voted
yes; motion carried. Moved by Fjel-
dahl, seconded by Weppler to ap-
prove the appointments of Com-
missioners and other boards. Roll
call; all voted yes; motion carried. At
9:21 AM with no further business,
the meeting was adjourned.
