The regular meeting of the Lewis

and Clark School Board was called

to order at 7:01 pm in the North

Shore Plaza boardroom. Board

members present were Erickson,

Pank, Brown, Deaver, Schilla, Lautenschlager

and Schepp. Also

present were Superintendent Ritteman,

Principal Gerding, AD Eric

Knutson and Business Manager Lindahl.

29 guests were present. A sign in

sheet was provided for all guests to

enter names.

Motion was made by

Lautenschlager/Brown to approve

the agenda with an addition by Erickson

to add one additional speaker.

All yes. MC.

President Erickson read the ground

rules for speakers and guests.

Speaker #1 was Shari Powell. Topic

was 7-12 Girls Volleyball – requesting

a split so North Shore Plaza can

have their own team separate from

Berthold.

Speaker #2 was Darin Powell. Topic

was 7-12 Girls Volleyball – supports

the split so each school has its own

program.

Speaker #3 was Traci Braaflat. Topic

was Volleyball – would like to see

9-12 volleyball separated like 7th/8th

volleyball was this year.

Speaker #4 was Brooke Louks. Topic

was school lunch – concerns that

NSP school lunches are not nutritional.

Speaker #5 was Eric Thompson. Topic

was volleyball – does not want to

see volleyball split and wants NSP &

Berthold to stay together as one

team.

Motion was made by Brown/Pank to

approve the September 13, 2021

the bills and financial reports

for the district and activity accounts.

Motion to approve bills, district and

activity reports by

Pank/Lautenschlager. All yes. MC.

Motion was made by Schepp/Brown

to approve the September 2021 hot

lunch report. All yes. MC.

Motion was made by Brown/Pank to

approve the non-tuition agreement

for one student to attend Lewis and

Clark-NSP School from the New

Town School District for 2021-22

year. All yes. MC.

Motion was made by Pank/Schilla to

approve the open enrollment application

for one student to attend

Lewis and Clark-NSP from the New

Town District starting 2022-23. All

yes. MC.

No policy changes were made.

Pledge of Securities were reviewed.

Motion was made by

Lautenschlager/Brown to approve

the Pledge of Securities from First

International Bank & Trust from

9/1/21 to 9/30/21 as they were reviewed

and found to be adequate.

All yes. MC.

Berthold AD Knutson provided activity

updates for 5th/6th girls basketball;

JH volleyball tournament in

Berthold; Cross Country; JH/JV football

game; varsity football and varsity

volleyball.

The NSP AD report was read by Superintendent

Ritteman on behalf of

AD Rudolph. Updates given on JH

volleyball; 5th/6th girls basketball;

and football fundraiser.

Superintendent Ritteman discussed

the Interim Funding Committee. He

explained transition minimum and

how funding works. The district will

receive additional funding for the

2022-23 school year to offset the decrease

in the transition minimum

payments. Ritteman attended the

October 7th committee meeting in

Bismarck. The committee will meet

again in January or February.

Superintendent Ritteman discussed

out of district bus stops. There will

no longer be funding for these miles.

He will be making some changes to

the stops.

The current substitute teacher pay

rate was discussed. Superintendent

Ritteman would like to increase the

rate from $125/day to $140/day as

we are low compared to other

schools and it is difficult to find subs.

Motion by Brown/Pank to increase

the teacher sub pay rate to

$140/day. Discussion held on the

amount. All yes. MC.

Superintendent Ritteman provided a

hand out with design options for the

2 new activity buses. He will get cost

amounts and bring to the next meeting.

Starting in 2022-23, 1 counselor will

be needed for every 300 high school

students and 1 counselor for every

300 elementary students. The district

will need 1.37 FTE next year

and there is currently 1 FTE. Discussion

held on cost and funding. Board

approved Ritteman to start the advertising

process now to make sure

the district is in compliance for the

next school year.

Discussion held on CashWa Distributing.

CashWa will stop distributing

food to schools through the co-op by

November 2, 2021 due to labor

shortage. The district is looking at

other options for food

distribution/delivery as no other

companies are bidding to the co-op.

School lunch menus will be based

on what is available. Certain food

items are not available at this time.

Principal report was given by Principal

Gerding. Both schools have

been active with the Pumpkin Patch,

Community Cares, combined

music/band concert, Standards

based report card training,

Homecoming parade and Maps testing.

Different grants have been received

including $2500 Entrepreneurship

Class(Farm Credit),

Fresh Fruits and Vegetables,

$10,000 for a walk in fridge, and

$2500 Trinity Kinetics.

A break was taken at 8:30 p.m.

Reconvened at 8:36 p.m.

Superintendent Ritteman added a

comment to the activity bus discussion.

Another school paid $10,000

for a full bus wrap. Spoke about

school logos and unity. Discussion

will continue at the next meeting.

Volleyball discussion was held.

NDHSAA needs to be notified by

11-20-21 if there will be a change.

The AD’s will provide numbers of females

in grades K-12 of both

schools and volleyball numbers to

the board.

NDSBA Convention is October 28th

& 29th in Bismarck. Business

Manager Lindahl will register 3

board members and Superintendent.

The annual school audit will be performed

on November 18th and 19th

at both schools by Widmer Roel.

The special meeting of the Lewis

and Clark School Board was called

to order at 5:01 p.m. via Zoom.

Board members present were Erickson,

Brown, Deaver, Schilla, Pank,

Lautenschlager and Schepp. Also

present were Superintendent Ritteman,

Principal Gerding and Business

Managers Tammy Lindahl and

Shawna Schenfisch.

Purpose of the meeting was to discuss

Attorney General Open

Records.

Discussion was held on open

records in reference to petitions.

Motion by Lautenschlager/Pank to

approve Superintendent Ritteman

sending an email to the Attorney

Generals office to appeal a denied

open records request. All yes on roll

call vote. MC.

Motion to adjourn by Brown at 5:21

p.m.

Tuesday, December 7, 2021, a special

election will be held in Minot

Public School District No. 1 of Ward

County, North Dakota, for the purpose

of submitting to the voters of

the School District, the questions as

to whether the following Initial Resolutions

for the issuance of general

obligation bonds adopted by the

School Board of the School District

on September 9, 2021, at a regular

meeting of the School Board duly

called and held, shall be approved:

BE IT RESOLVED by the School

Board of Minot Public School District

No. 1 of Ward County, North Dakota

(the “School District”), that it is

necessary and expedient for the

School District to issue its general

obligation school building bonds as

hereafter described:

1. The maximum amount of bonds

proposed to be issued is

$84,800,000.

2. The purpose for which the bonds

are proposed to be issued is to provide

funds, together with any other

funds available, to construct, remodel,

improve and equip school buildings,

including construction, remodel

and repurpose of the former Cognizant

Building and site for a

comprehensive grade 9-12 Minot

Public School high school, including

but not limited to, classrooms, auditorium,

gymnasiums, food services,

athletic fields and site work; remodel

and repurpose of Magic City

Campus from its current grade

11-12 configuration to a comprehensive

grade 9-12 high school building,

including but not limited to, remodeling

the science classrooms, Career

and Technical Education space, the

addition of a gymnasium and related

site work; and remodel and repurpose

Central Campus from its

current grade 9-10 configuration to a

comprehensive grade 6-8 middle

school.

3. The assessed valuation of all taxable

property in the School District

as defined in N.D.C.C. Section

21-03-01, is $2,328,884,089 as last

finally equalized for the year 2020.

4. The total amount of bonded indebtedness

of the School District, all

issued for school building purposes,

is $41,351,050.

BE IT RESOLVED by the School

Board of Minot Public School District

No. 1 of Ward County, North Dakota

(the “School District”), that it is

necessary and expedient for the

School District to issue its general

obligation school building bonds as

hereafter described:

1. The maximum amount of bonds

proposed to be issued is

$24,200,000.

2. The purpose for which the bonds

are proposed to be issued is to provide

funds, together with any other

funds available, to construct and

equip a 50 meter competition pool

with seating for spectators and participants,

and an athletic complex on

the turf field site to include, but not

limited to, a track, bleachers, press

box, concessions, bathrooms, team

dressing rooms and related site improvements

to the new high school

building and site.

3. The assessed valuation of all taxable

property in the School District

as defined in N.D.C.C. Section

21-03-01, is $2,328,884,089 as last

finally equalized for the year 2020.

4. The total amount of bonded indebtedness

of the School District, all

issued for school building purposes,

is $41,351,050.

YOU ARE FURTHER NOTIFIED

that the School District intends to issue

the $84,800,000 general obligation

bonds resulting in an additional

millage of 25.32 mills, equal to

$25.32 on each $1,000 of taxable

valuation for the first taxable year

after all of the bonds are issued.

YOU ARE FURTHER NOTIFIED

that the School District intends to issue

the $24,200,000 general obligation

bonds resulting in an additional

millage of 7.77 mills, equal to $7.77

on each $1,000 of taxable valuation

for the first taxable year after all of

the bonds are issued.

AND YOU ARE FURTHER NOTIFIED

AS FOLLOWS:

That the School Board of the School

District, by Resolution duly adopted

on September 9, 2021, has resolved

to submit the question of increasing

the limit of indebtedness of the

School District five percent (5%) on

the assessed value of the taxable

property of the School District

beyond the five percent (5%) limit of

indebtedness fixed by the Constitution,

at the election of which notice is

hereby given; that the election of

which you are hereby notified is to

be held for the further purpose of

submitting to the electors of Minot

Public School District No. 1 of Ward

County, North Dakota, the question

of whether or not the debt limit of the

School District shall be increased

five percent (5%) on the assessed

value of the taxable property of the

School District beyond the five percent

(5%) limit of indebtedness now

fixed by the Constitution.
