Bids for the design of the new joint
Crosby Rural Fire Protection District
and Divide County Ambulance Dis-
trict Fire and EMS Hall:
The work will include designing a
new Fire and EMS Hall located
within the city limits of Crosby, North
Dakota.
Bids must be received no later than
5 p.m., April 1, 2021. Mailed bids
must be sent to Crosby Rural Fire
Proctection District Architect Bids,
P.O.Box 84, Crosby, ND, 58730.
1. The bids will be opened at the
Crosby Rural Fire Protection District
above the Crosby City Hall on April
1, 2021 at 7:00 p.m.
2. That each bid must be accompa-
nied by a separate envelope con-
taining the contractor’s license and
bid security. The bid security must
be in a sum equal to five percent of
the full amount of the bid and must
be in the form of a bidder’s bond. A
bidder’s bond must be executed by
the bidder as principal and by a
surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of the award, shall execute a
contract in accordance with the
terms of the bid and the bid bond
and any condition of the governing
body. A countersignature of a bid
bond is not required under this sec-
tion. If a successful bidder does not
execute a contract within the ten
days allowed, the bidder’s bond
must be forfeited to the governing
body and the project awarded to the
next lowest responsible bidder.
3. That a bidder, except a bidder on
a municipal, rural, and industrial wa-
ter supply project using funds pro-
vided under Public Law No. 99-294
[100 Stat. 426; 43 U.S.C. 390a],
must be licensed for the full amount
of the bid as required by section
43-07-12. For projects using funds
provided under Public Law No.
99-294 [100 Stat. 426; 43 U.S.C.
390a], the advertisement must state
that, unless a bidder obtains a
contractor’s license for the full
amount of its bid within twenty days
after it is determined the bidder is
the lowest responsible bidder, the
bid must be rejected and the con-
tract awarded to the next lowest
responsible bidder
4. That no bid may be read or con-
sidered if the bid does not fully com-
ply with the requirements of section
48-01.2 of the North Dakota Century
Code and that any deficient bid sub-
mitted must be resealed and re-
turned to the bidder immediately.
5. That the governing body reserves
the right to reject any and all bids
and rebid the project until a satis-
factory bid is received.
6. This project is a time sensitive
project and therefore will require a
projected completion date. The
Crosby Rural Fire Protection District
would like this project to be complet-
ed by November 30, 2021.

Each bid shall be accompanied by a
separate envelope containing a Bid
Bond in a sum equal to five percent
(5%) of the maximum bid price, exe-
cuted by the Bidder as principal and
by a surety company authorized to
do business in the State of North
Dakota, payable to the Kenmare
Municipal Airport Authority, condi-
tioned that if the principal’s bid be
accepted and the contract awarded
to him, he, within ten (10) days after
Notice of Award has been executed,
will execute and effect a contract in

and a contractor’s bond as required
by law and regulations and determi-
nations of the governing board. The
bid security of the two lowest
bidders will be retained until the No-
tice of Award has been executed,

The Contractor shall also enclose
within the Bid Bond envelope a copy
of the bidder’s North Dakota Con-
tractor’s License or a copy of their
latest renewal certificate issued by
the Secretary of State as per North
Dakota Century Code 43-07-07 and
43-07-12. Any bid not containing this
document shall not be acceptable
and shall be returned to the Bidder.
The successful Bidder will be re-
quired to furnish a Contract Perfor-
mance Bond and Payment Bond in
the full amount of the Contract.
The Kenmare Municipal Airport Au-
thority, Kenmare, North Dakota,
reserves the right to hold all bids for
a period of 60 days after the date
fixed for the opening thereof to reject
any and all bids and waive defects
and to accept any bids should it be
deemed for the public good and also
reserves the right to reject the bid of
any party who has been delinquent
or unfaithful in the performance of
any former contract to the Owner.
The successful Bidder will have to
obtain a statement from the Office of
the State Tax Commissioner show-
ing that all taxes due and owing to
the State of North Dakota have paid

NOTICE OF REQUIREMENT FOR
AFFIRMATIVE ACTION to EN-
SURE EQUAL EMPLOYMENT OP-
PORTUNITY
1. The Offeror’s or Bidder’s attention
is called to the “Equal Opportunity
Clause” and the “Standard Federal
Equal Employment Opportunity
Construction Contract Specifica-
tions” set forth herein.
2. The goals and timetables for
minority and female participation,
expressed in percentage terms for
the Contractor’s aggregate work-
force in each trade on all construc-
tion work in the covered area, are as
follows:

These goals are applicable to all of
the Contractor’s construction work
(whether or not it is Federal or
federally assisted) performed in the
covered area. If the Contractor per-
forms construction work in a geo-
graphical area located outside of the
covered area, it shall apply the goals
established for such geographical
area where the work is actually per-
formed. With regard to this second
area, the Contractor also is subject
to the goals for both its federally in-
volved and non-federally involved
construction.
The Contractor’s compliance with
the Executive Order and the regula-
tions in 41 CFR Part 60-4 shall be
based on its implementation of the
Equal Opportunity Clause, specific
affirmative action obligations re-
quired by the specifications set forth
in 41 CFR 60-4.3(a) and its efforts to
meet the goals. The hours of minori-
ty and female employment and train-
ing must be substantially uniform
throughout the length of the contract,
and in each trade, and the Contrac-
tor shall make a good faith effort to
employ minorities and women even-
ly on each of its projects. The
transfer of minority or female em-
ployees or trainees from Contractor
to Contractor or from project to pro-
ject for the sole purpose of meeting
the Contractor’s goals shall be a vio-
lation of the contract, the Executive
Order and the regulations in 41 CFR
Part 60-4. Compliance with the
goals will be measured against the
total work hours performed.
3. The Contractor shall provide writ-
ten notification to the Director of the
Office of Federal Contract Compli-
ance Programs (OFCCP) within 10
working days of award of any con-
struction subcontract in excess of
$10,000 at any tier for construction
work under the contract resulting
from this solicitation. The notification
shall list the name, address, and
telephone number of the subcon-
tractor; employer identification
number of the subcontractor; es-
timated dollar amount of the subcon-
tract; estimated starting and comple-
tion dates of the subcontract; and
the geographical area in which the
subcontract is to be performed.
4. As used in this notice and in the
contract resulting from this solicita-
tion, the “covered area” is North
Dakota, Ward County, and Ken-
mare.
The Kenmare Municipal Airport Au-
thority, in accordance with the provi-
sions of Title VI of the Civil Rights
Act of 1964 (78 Stat. 252, 42 U.S.C.
Section 2000d to 2000d-4) and the
Regulations, hereby notifies all
bidders or offerors that it will affirma-
tively ensure that any contract en-
tered into pursuant to this advertise-
ment, disadvantaged business en-

response to this invitation and will

larger big picture review of district
properties as we move forward with
discussions on potential upcoming
building projects.

School Board recognizes all

Nedrose Education Association as
an appropriate negotiating unit for
teacher negotiations. Motion carried
unanimously.
Jim appointed Todd Awalt and him-
self as the Nedrose school Board
negotiating committee. There will
be a Nedrose School Board Special
Negotiations meeting on March 3,
2021 at 6:00p.m.
Superintendent Evaluation should
be completed by the 15th of next
month.
Pursuant to Century Code
44-04-19.1 the board will go into ex-
ecutive session at 8:12 pm for the
purpose of discussion of Negotiation
Strategies. Open meeting resumed
at 8:37 p.m.
Next Regular scheduled board
meeting will be Wednesday, March
24, 2021 at 5:30 p.m. Meeting ad-

Notice is given that a public hearing
will be held by the Ward County
School District Reorganization Com-
mittee, Wednesday, April 14th, 2021
at 1:00 PM in the Commissioners’
Chambers, Ward County Adminis-
tration Building, Minot, North Dako-
ta, for the purpose of considering a
petition for annexing a territory to
Minot School District from the
Nedrose School District. Both

SPECIAL BOARD MEETING
March 3, 2021 6:00 P.M.
Present: Jim Vannett, Todd Awalt,
Chris Sutton, Holly Brekhus and
Matt Norby and Connie Marcellais.
Absent: Robert Kraus
Motion was made by Chris Sutton
and seconded by Jim Vannett to ap-
prove the agenda. Motion carried
unanimously.
Holly Brekhus moved and Chris Sut-
ton seconded to accept the Nedrose
School Board has investigated the
petition filed by the Nedrose Educa-
tion Association requesting that the
association be recognized as the
representative organization for the
negotiating unit and has determined
that the Education Association does
represent a majority of the teachers
within that unit. The Board recog-
nizes the Nedrose Education Asso-
ciation as the representative organ-
ization for a minimum of one year
beginning March 3, 2021. On roll call
vote, motion carried unanimously.
A review was conducted of the
School Board Negotiation Commit-
tee Members. Todd Awalt and Jim
Vannett will represent the School
Board with no objections heard.
Pursuant to Century Code NDCC
44-04-19.1, Holly Brekhus made a
motion to move into executive ses-
sion for the purpose of negotiations
strategy. Motion seconded by Chris
Sutton. On roll call vote, motion car-
ried unanimously. All attendees
moved into executive session at
6:14pm. Executive session ad-
journed at 7:30pm.
Jim Vannett moved to adjourn the
meeting. Chris Sutton seconded.
Motion carried unanimously.
Next Negotiations Meeting will be
March 11, 2021 at 6:00 p.m. to dis-
cuss Ground Rules.
Next Regular scheduled board
meeting will be Wednesday, March
24, 2021 at 5:30 p.m. Meeting ad-
journed.
