Minutes of the Board of Ward

County Commissioners

August 18, 2020

The regular meeting of the Ward

County Commission was called to

order by Chairman Fjeldahl, at 9:05

AM with Commissioners, Rostad,

Walter, Pietsch and Weppler

present. Also present were depart-

ment heads Bradley Starnes, Dana

Larsen, Devra Smestad, Jason

Blowers, Jennifer Weichmann, Kerri-

anne Boetcher, Kristin Kowalczyk,

Leona Lochthowe, Marisa Haman,

Melissa Bliss, Noreen Barton, Roza

Larson, Robert Roed and Tammy

Terras.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve the

agenda. Roll call; all voted yes; mo-

tion carried.

Moved by Comm. Rostad, seconded

by Comm. Weppler to approve the

minutes from the Regular Commis-

sion meeting on August 4, 2020 and

Special Commission meeting on Au-

gust, 2020. Roll call; all voted yes;

motion carried.

Moved by Comm. Walter, seconded

by Comm. Pietsch to approve the

regular bills totaling $1454,597.17

and Human Service Zone Direct

Cost bills totaling $12,508.76. Roll

call; all voted yes; motion carried.

Cherisse Burns from First Western

Insurance and Corey Olson from

NDIRF presented the Commission

with the County’s Annual insurance

premium cost. The premium for the

Highway Department’s new build-

ings are estimated at $2,288 and the

Courthouse, Jail and Administration

Building premium will increase

$11,138 due to the recommended

building replacement cost increases.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve the

additional coverage amounts as

recommended under the new policy

and add coverage for the new High-

way Department buildings, without

the fence coverage. Roll call; all vot-

ed yes; motion carried.

Moved by Comm. Weppler, second-

ed by Comm. Pietsch to remove

from the table the decision regarding

the old radio towner property owned

by the County in Berthold.

911 Coordinator Larry Haug ap-

peared to answer the questions the

Commission had regarding this pro-

perty. He continued by informing the

Commission the property has never

been platted and is valued at

$1,000. State’s Attorney Roza Lar-

son reminded the Commission of the

state statue, the County cannot sell

property without advertising for bids

or using a realtor if the property is

valued at $1,000 or more. Planning

and Zoning Administrator Doug

Diedrichsen added anyone interest-

ed in the property would need to

have it surveyed and platted unless

the adjacent owner purchased the

property.

ed by Comm. Rostad to approve ad-

vertising for bids to sell the old radio

tower property in Berthold with the

stipulation the purchaser would pay

all costs for platting, surveying and

recording as needed. Roll call; all

voted yes, except Comm. Rostad

and Comm. Walter who voted no;

motion carried.

Building Inspector Leo Schmidt ap-

peared with a building permit appli-

cation from Karma Convenience

Store-Westmore for the following

property: Lot A of Otl 1 S32-157-82

in Zoning District 1.

Moved by Comm. Walter, seconded

by Comm. Pietsch to approve the

building permit for Karma Conveni-

ence Store-Westmore. Roll call; all

voted yes; motion carried.

Planning and Zoning Administrator

Doug Diedrichsen presented the

Commission with a resignation letter

from Kenton Kossan, County Plan-

ning and Zoning Commissioner.

Moved by Comm. Rostad, seconded

by Comm. Walter to accept the

resignation letter from Kenton Kos-

san, County Planning and Zoning

Commissioner. Roll call; all voted

yes; motion carried.

Dana Larsen, County Highway En-

gineer appeared with a bid from

Mindt Construction for remodeling of

the new Highway office building.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve

Mindt Construction’s bid in the

amount of $66,865 for remodeling

the office building at the new High-

way Department facility. Roll call; all

voted yes; motion carried.

Human Resource Director Tammy

Terras updated the Commission on

the timeline for County employees to

move from Voya to Nationwide for

their 457 Deferred Compensation

Plan.

Ms. Terras presented the Ward

County Salary Structure Review

along with Megan Olson, via tele-

phone, from Gallagher, Inc.

Moved by Comm. Weppler, second-

ed by Comm. Walter to table the de-

cision regarding the Ward County

Salary Structure Review until next

meeting on September 1, 2020. Roll

call; all voted yes; motion carried.

Moved by Comm. Walter, seconded

by Comm. Weppler to approve the

payroll amendments for D.

Owens-Juvenile Detention; A.

Styborksi-Sheriff’s Departments and

B. Sloboden-Facilities Management.

Roll call; all voted yes; motion car-

ried.

Moved by Comm. Walter, seconded

by Comm. Weppler to remove from

the table the offer from Robert

Pritchett to purchase property at

Rice Lake. Roll call; all voted yes;

motion carried.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve the

recommendation of the County Park

Board to make a counteroffer to Mr.

Pritchett selling lots 6, 7 and 30 feet

of lot 8 for $150,000. Roll call; all

voted yes; except Comm. Pietsch

and Comm. Fjeldahl who voted no;

motion carried.

Auditor/Treasurer Marisa Haman ap-

peared.

Moved by Comm. Weppler, second-

ed by Comm. Walter to receive and

file the following correspondence:

Commerce-Economy at a Glance;

Moved by Comm. Walter, seconded

by Comm. Pietsch to receive and file

the monthly reports including finan-

cials. Roll call; all voted yes; motion

carried.

Moved by Comm. Pietsch, second-

ed by Comm. Walter to approve writ-

ing off the invoice for Redmann Law,

PC from February 15, 2018 in the

amount $196.50. Roll call; all voted

yes; motion carried.

Moved by Comm. Weppler, second-

ed by Comm. Rostad to approve the

Gaming Site Authorization for

Pheasants for the Future and raffle

permits for Nodak Speedway and

Minot Indoor Rodeo. Roll call; all

voted yes; motion carried.

Ms. Haman updated the Commis-

sion on the Cares Act reimburse-

ment. The County submitted

$1,312,084.66 for law enforcement

salaries and expenses due to CO-

VID-19 during March through July.

Moved by Comm. Rostad, seconded

by Comm. Weppler to approve and

sign the Resolution to Abolish

Weather Modification. Roll call; all

voted yes; motion carried.

District 5 Representative Scott

Louser appeared and requested the

Commission to have as many pol-

ling places open as possible. He

also requested all polling places

operate as voting centers to give

voter more location options.

A brief discussion was held.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve five

vote centers for the 2020 general

election, the three recommended

vote centers at The State Fair

Center, Minot Municipal Auditorium

and Kenmore Memorial Hall and ex-

plore having two other voting

centers; 1 in Berthold and 1 in Doug-

las or Ryder. Roll call; all voted yes;

motion carried.

Chuck Upcraft and Ann Wuollett

from Public Financial Management,

Inc. appeared via telephone with an

update on the County bonds’ bid.

JP Morgan had the lowest bid with a

true interest cost of 0.7181%. This

will result in a total net savings of

$708,755.45.

ed by Comm. Pietsch to approve

and sign refinancing of County

bonds. Roll call; all voted yes; mo-

tion carried.

Comm. Walter showed the Com-

mission the County Seal design.

At 12:03 PM with no further busi-

ness, the meeting was adjourned.

NOTICE

All land owners must have ditches

mowed to a minimum 4 inch stubble

height and a minimum 9 foot mower

width between Sept. 15 – Oct. 1st,

2020. Sundre Township will con-

tract mowing for ditches not com-

pleted by October 1, 2020 and ex-

penses will be levied as taxes

against land owner.
