The regular meeting of the Lewis

and Clark School Board was called

to order at 7:00 pm in the Berthold

boardroom. All board members were

The board and administration re-

viewed the bills and financial re-

ports. Motion was made by

Hennessy/Deaver to accept the gen-

eral, building and debt service bills

and the revenue and expense re-

ports. All yes. MC. Athletic Director

Brown presented a January Activity

report on Junior High and 5/6 BBB

teams, bomber football calendars for

sale, football helmet reconditioning

and the Bomber shootout scheduled

for February 1, 2020. Board now dis-

cussed the projected full sports

co-op between NSP and Berthold.

Many items were discussed regard-

ing public input meetings and the

many phone calls board members

received. Mr. Ritteman shared

thoughts as well. Board member

Engelhard read a statement with his

thoughts. Motion was made by

Engelhard/Hennessy to dissolve all

extra-curricular sport and academic

coops within our district (except foot-

ball which has one more year with

the state). Discussion and clarifica-

tion followed. On roll call vote: Pank

– no; Deaver – no; Hennessy – no;

Engelhard – no; Schilla – no; Brown

– no; Erickson – no. MF. More dis-

cussion. Motion by Brown/Schilla to

leave all sports programs as they

presently are with no changes for

the upcoming school year and if we

have to revisit later we can. Discus-

sion. On roll call vote: Engelhard –

no; Hennessy – no; Deaver – yes;

Pank – no; Schilla – yes; Brown –

yes; Erickson – yes. 4-3 MC. Motion

was made by Hennessy/Engelhard

to approve the Hot Lunch report dat-

ed 12/31/2019. All yes. MC. Board

took a five minute recess. Motion

was made by Brown/Hennessy to

approve the open enrollment for one

student to attend Lewis and Clark-

Berthold from Minot Public Schools.

All yes. MC. Superintendent Ritte-

man presented the policy ABBB.

Motion was made by Brown/Pank to

approve as 2nd ready Policy ABBB.

All yes. MC. Superintendent dis-

cussed a ND Environment Quality

Bus Grant for $43,000 he has ap-

plied for and has been awarded. We

will pay and equal dollar of $43,000

on the purchase of a new diesel bus.

Motion by Hennessy/Deaver for Mr.

Ritteman to proceed with getting bus

bids and to continue the process. All

yes. MC. All principal reports were

handed out for the board. President

Erickson has been asked if the

school board would want to pur-

chase a 2013 used trailer located in

Plaza on school property. After dis-

cussion the board consensus to

pass on the offer. Deadline for board

members to register to attend the

School Board Negotiations Seminar

is January 24, 2020. With no nego-

tiations set for this year, the board

will not attend the Seminar this year.

Time and date for Graduation in

2020 was discussed. Motion by

Brown/Deaver to set graduation for

Sunday, May 24, 2020 at 2:00 pm in

Berthold and 4:00 pm in NSP. All

yes. MC. Board and Mr. Riteman

discussed the overcrowding in the

cafeteria in NSP. Mr. Ritteman has

started to check on renovation costs.

Funding options were discussed.

Board decided to do a walkthrough

of the areas in need at the regular

February board meeting schedule in

NSP. Next meeting will be Monday,

February 10, 2020 in the Plaza

boardroom. With no further business

the meeting adjourned with a motion

by Brown.

Commissioners of the State Laws

regarding vacating of section lines.

Jeff Hoverson appeared to give the

Commission his reasoning regarding

his application to vacate this section

line. Travis Zablotney of Minot also

appeared in favor of Mr. Hoverson’s

request. Chairman of Kirkelie Town-

ship, Derrill Fick stated his concern

with Mr. Hoverson’s request is the

future use of the surrounding proper-

ties. Moved by Comm. Pietsch,

seconded by Comm. Walter to close

the public hearing at 9:55 AM. Roll

call; all voted yes; motion carried.

chase four new vehicles for the

Sheriff’s Department and presented

the Commission with the bids he re-

ceived from local dealerships.

2020 Jeep Cherokee Laredo in the

amount of $28,281.00. Roll call; all

the amount of $37,727.28 and two

2020 Ford Explorer police intercep-

Director appeared requesting ap-

proval and authorization for the

Chairman to sign the Ward County

Emergency Operations Plan. Moved

County Emergency Operations Plan

as presented. Roll call; all voted yes;

motion carried. Ms. Wiechmann in-

formed the Commission the current

Ward County representative for the

Northwest Coordinated Regional In-

teroperability Board, Barb McPeak

has retired and Ms. Wiechmann is

requesting that the Commission ap-

point 911 Coordinator, Larry Haug

as the new Ward County represen-

tative. Moved by Comm. Walter,

seconded by Comm. Weppler to ap-

point Larry Haug as the Ward Coun-

ty Representative for the Northwest

Coordinated Regional Interoperabili-

ty Board. Roll call; all voted yes; mo-

tion carried. Facilities Management

Director, Leona Lochthowe ap-

peared with bids to install a door

with a side lite in the Veterans Ser-

vices Office. Currently they are us-

ing a curtain to provide privacy to

this office. Moved by Comm.

Pietsch to approve Commercial

Glass Systems bid in the amount of

$3,835.00. Roll call; all voted yes;

motion carried. Ms. Lochthowe in-

formed the Commission that it was

brought to her attention by a jour-

nalist of the Minot Daily News that

the picture that is hanging out in the

Auditor’s/Commissioner’s Room lob-

by on the 2nd floor is not properly la-

beled. The picture is not of Henry

Davis Minot but of Arthur Griswold

Crane who was the first President of

Minot State University. Ms.

Lochthowe has placed a new and

proper label on the picture. Dana

Larsen County Highway Engineer in-

troduced the new Planning and Zon-

ing Administrator, Doug Diedrichsen

to the Commission. Mr. Larsen con-

tinued with his agenda item request-

ing approval and authorization for

the Chairman to sign the Coopera-

tive Purchasing Agreement with the

State of Minnesota for the purchas-

ing of John Deere 772 GP motor-

graders. The total cost of each

machine is $4,377.00 cheaper under

this agreement and would still be

supplied and warrantied through the

local RDO vendor. Moved by Walter,

seconded by Comm. Pietsch to ap-

prove and authorize the Chairman to

sign the Cooperative Purchasing

Agreement with the State of Min-

nesota. Roll call; all vote yes; motion

presenting the Commission with the

language for the Ward County Sales

Tax Extension Ordinance 2020-1 for

First Reading approval. Moved by

tion carried. Human Resource Direc-

tor, Tammy Terras appeared for the

first time before the Commission

sion regarding these proposals.

Comm. Fjeldahl informed the Com-

mission that he has been in contact

with the State Auditor’s Office and at

this time they do not have the

resources to do the annual audit this

year, but they did recommend the

firm Widmer Roel in Fargo. Moved

by Comm. Pietsch, seconded by

Comm. Fjeldahl to approve inviting

Widmer Roel, Edie Bailey, Brady

Martz and Rath & Mehrer to meet

with the Commission at the next reg-

ular meeting. Comm. Walter took

over as Chairman during the discus-

sion regarding the Annual Audit.

After a discussion regarding these

firms’ availability and the timeline to

schedule the audit Comm. Pietsch

withdrew his motion. Moved by

Comm. Pietsch, seconded by

Comm. Fjeldahl to approve re-

questing the Widmer Roel Firm to do

the annual audit. If they cannot pro-

vide the service then offer 2nd Eide

Bailey, 3rd Brady Martz and 4th

Rath & Mehrer. Roll call; all voted

yes, except Comm. Rostad and

Walter who voted no; motion carried.

file the Internal Control Policies and

Commission that the County has

several Centennial Coins and is

looking for recommendation to who

or how they should be dispersed.

forming a Committee consisting of

HR Director, Tammy Terras,

Auditor/Treasurer, Devra Smestad

and Commissioner Walter to bring a

recommendation to the Commission

regarding dispersing the County’s

Centennial Coins. Dana Larsen stat-

ed to the Commission that he has

had several employees retire with 30

plus years of service and feels it

would be a great idea to be able to

present them with a Centennial

Coin. Tammy Terras informed the

Commission that she will definitely

help propose a plan and bring a

recommendation to the Commis-

sion. Roll call; all voted yes; motion

carried. Moved by Comm. Walter,

seconded by Comm. Rostad to ap-

prove presenting a Silver Centennial

Coin to the winner of the “I Voted”

sticker contest. Roll call; all voted

yes; motion carried. Ms. Smestad

reminded the Commission that the

Elmer Jesme Conference will be

held on February 10, 2020 at the

Minot Auditorium. Moved by Comm.

Pietsch, seconded by Comm. Ros-

tad to receive and file NACo letter

regarding the Legislative Confer-

ence in Washington, DC. Roll call;

all voted yes; motion carried. Moved

by Comm. Walter, seconded by

Comm. Weppler to approve Chair-

man Fjeldahl attending the NACo

Legislative Conference in Washing-

ton, DC and if he cannot attend he

may decide to have another Com-

missioner attend in his place. Roll

call; all voted yes, except Commis-

sioners Pietsch and Fjeldahl; motion

carried. The Commission inquired

what fund the Social Service carry-

over funds from 2019 are moved to,

as the department is now Human

Service Zone and is funded by the

State. Ms. Smestad stated that the

carryover funds will be used to pay

the Youthworks Contract for atten-

dant care and a budget amendment

needs Commission approval. Moved

by Comm. Weppler, seconded by

Comm. Rostad to approve a budget

amendment to increase the Atten-

dant Care budget by $54,733.56 the

taxes, Homestead or Veterans’

Credit, Central Assessed and Penal-

ty and Interest carried over in Social
