by virtue of a judgment and decree

of foreclosure rendered and given in

the District Court in and for the

County of Ward, North Dakota,

North Central Judicial District, en-

tered and docketed in the Office of

the Clerk of said Court on October

08, 2019, in Ward County civil case

number 51-2019-CV-01277; on

which day it was adjudged that there

was due and owing the Plaintiff from

the Defendant, Jackie A. Johnson, a

single man and Kevin D. McKinstry,

a single man, together with costs

and disbursements of said action,

the sum of $100,307.32, and by vir-

tue of a Special execution issued to

me by the Clerk of said Court, I will

sell the real property described in

said judgment and hereafter

described to the highest bidder for

cash at public auction at the front

door of the Ward County

Courthouse,North Dakota, on Janu-

ary 08, 2020, at the hour of 10:00

AM(CT) of that dayto satisfy the

amount due with accrued costs and

interest at the date of sale, or so

much thereof as the proceeds of

said sale applicable thereto will

NOTICE OF OPPORTUNITY FOR

HEARING

November 21, 2019

On September 26, 2019, Northern

States Power Company (NSP) filed

a request for approval of its 2020

Renewable Energy Rider (RER).

The purpose of this rider is to recov-

er costs from NSP’s North Dakota

electric customers renewable energy

generation not presently reflected in

retail rates. In this filing, NSP would

recover costs of six previously ap-

proved projects and two new pro-

jects that are expected to be in ser-

vice in 2020. The RER rate would in-

crease from $0.001191 per kWh to

$0.002165 per kWh.

The 2020 RER rate would be ap-

plied to all energy billed to each cus-

tomer effective January 1, 2020. As

a result of the RER rate change, the

residential electrical customer con-

suming 750 kWh per month, the

monthly RER charge would be

$1.62, an increase of $0.73 per

month.

The issues to be considered in this

proceeding are:

1. Whether the investments and as-

sociated costs for the resources

qualify for recovery,

2. Whether the incurred costs are

reasonable and prudent, and

3. Whether the rate adjustments are

consistent with the terms of NSP’s

tariff.

Those interested are invited to com-

ment on the application in writing.

Persons desiring a hearing must file

a written request identifying their in-

terest in the proceeding and the rea-

sons for requesting a hearing. Com-

ments and requests for hearing must

be received by January 3, 2020. If

deemed appropriate, the Commis-

sion can determine the matter

without a hearing.

NOTICE OF OPPORTUNITY FOR

HEARING

November 21, 2019

On September 27, 2019, Northern

States Power Company (NSP), dba

Xcel Energy, filed its 2020

Transmission Cost Recovery Rider

(TCR). The purpose this rider is to

recover costs from NSP’s North

Dakota electric customers for 48

previously approved transmission

projects and six new transmission

projects, as well as net expenses

from the Midcontinent Independent

System Operator (MISO) billings.

This proposal would increase the

TCR rate from $0.001914 per

kilowatt-hour (kWh) to $0.002870

per kWh.

The proposed 2020 TCR rate would

be applied to all energy billed to

each customer. As a result of the

TCR change, a residential electrical

customer consuming 750 kWh per

month would expect a $0.71 per

month billing increase.

The issues to be considered in this

proceeding are:

1. Whether the investments and as-

sociated costs for the new or modi-

fied electric transmission facilities

qualify for recovery,

2. Whether the incurred costs are

reasonable and prudent, and

3. Whether the rate adjustments are

consistent with the terms of NSP’s

tariff.
