The project will be constructed
under a “Single Prime” or “Multiple
Prime” contracts. Bidders may sub-
mit the following bids for the project:

Plans and Specifications may be ob-

Minot, ND. Drop Box will be esta-
blished for Bidder access. The Con-
tract Documents will be on file and
may be examined at the Office of
Anderson Wade & Whitty PC, Ar-
chitects, Minot, North Dakota and
the following Builders Exchanges:
Minot, Fargo, Grand Forks,
Bismarck-Mandan and Construction
Plans Exchange, North Dakota; St.
Paul, Minneapolis, Construction
Market Data and Dodge-SCAN, Min-
nesota; Construction Industry
Center, and Sioux Falls Builders Ex-
change, South Dakota.Each bid (in
duplicate) must be accompanied by
a separate envelope, (attached to
the bid envelope) containing a Bid
Bond equal to five percent (5%) of
the amount of the Bid naming the
South Prairie School District No. 70.
The Contractor shall also enclose
within the Bid Bond envelope a copy
of the Bidder’s North Dakota con-
tractor’s License or a copy of their
latest Renewal certifi cate issued by
the Secretary of State as per North
Dakota Century Code 43- 07- 12.
All Contractors who submit Bids
must hold a North Dakota Contrac-
tors License in the highest amount
of their Bids and such license must
have been in effect at least ten (10)
days prior to the date of the Bid
opening. Any Bid not containing
these documents shall not be ac-
ceptable and shall be returned to the
Bidder unopened. The Owner
reserves the right to reject any or all
bids and to waive any informality in
bidding. The successful bidder will
be required to furnish a Payment
Bond, Performance Bond, Insurance
coverages and other requirements
stipulated in the Specifications. No
Bidder may withdraw his Bid within
30 days of the actual date of the
opening.

Facility Description
The reapplication is for six wastewa-
ter stabilization ponds servicing the
Minot Air Force Base. The discharge
structures are located in the SW1/4,
NW1/4, Section 7, Township 157N,
Range 82W, and the SE1/4, SW1/4,
Section 11, Township 157N, Range
83W. Any discharge would be to an
unnamed drainage of Egg Creek.
Tentative Determinations
Proposed effluent limitations and
other permit conditions have been
made by the Department. They as-
sure that State Water Quality Stan-
dards and applicable provisions of
the FWPCAA will be protected.

Comments
Copies of the application, draft per-
mit, and related documents are
available for review. Comments or
requests should be directed to the
ND Dept of Env Quality, Div of Wa-
ter Quality, 918 East Divide Ave,
Bismarck ND 58501-1947 or by cal-
ling 701.328.5210.
All comments received by De-
cember 15, 2019 will be considered
prior to finalizing the permit. If there
is significant interest, a public hear-
ing will be scheduled. Otherwise, the
Department will issue the final per-
mit within sixty (60) days of this no-
