On August 1, 2019, Otter Tail Power
Company (Otter Tail) filed a change
to its Environmental Cost Recovery
Charge (ECRC) rate. Otter Tail pro-
poses to set the ECRC rate at 0.00
percent effective November 1, 2019
and transfer the remaining ECRC
account credit balance (projected to
be -$498,241) to the Renewable
Resource
Adjustment Rider tracker account
balance.
The effect of the rate change on the
bill for a residential customer using
1,000 kWh per month is an increase
of $0.24 per month or $2.88 per
year.
The issue to be considered in this
proceeding is whether Otter Tail’s
proposed ECRC rate is just and rea-
sonable?
Those interested are invited to com-
ment on the application in writing.
Persons desiring a hearing must file
a written request identifying their in-
terest in the proceeding and the rea-
sons for requesting a hearing. Com-
ments and requests for hearing must
be received by September 30, 2019.
If deemed appropriate, the Com-
mission can determine the matter
without a hearing.

On July 19, 2019, Montana-Dakota
Utilities Co. (MDU) filed a change to
its Transmission Cost Adjustment
(TCA) rates to reflect updated elec-
tric transmission revenues and
costs.
The effect of the rate change on the
bill for a residential customer using
894 kWh per month is an increase of
$0.25 per month or $3.00 per year.
The issues to be considered in this
proceeding are:
1. Do the proposed rates comply
with the tariff?
2. Are the proposed rates just and
reasonable?
Those interested are invited to com-
ment on the application in writing.
Persons desiring a hearing must file
a written request identifying their in-
terest in the proceeding and the rea-
sons for requesting a hearing. Com-

and Article 24: Subdivision regula-
