The City of Minot, through the use of
State of North Dakota funds, Depart-
ment of Housing and Urban
Development (HUD) Community
Development Block Grant Disaster
Recovery (CDBG-DR) funds, and
Department of Housing and Urban
Development National Disaster
Resilience (NDR) funds, purchased
houses that were inundated during
the 2011 Souris River Flood and is
now seeking a Contractor to demol-
ish structures at approximately 13
properties. Basement excavation
and site restoration will also be com-
pleted. The City of Minot invites the
public to bid upon the following pro-

The City Council City of Minot
reserves the right to reject any or all
bids and to award the contract as it
deems to be in the best interest of
the City of Minot. Each bidder must
provide a bid bond in the amount of
5% of the bid and contractor’s
license, which are to be included in
a separate envelope attached to the
outside of the bid. Each bidder must
include a copy of their North Dakota
Waste Hauler’s Permit (MSW), and
their Hazardous Waste Disposal
Plan WITH their bid. It should also
be noted that any addendums that
may be issued prior to bid opening
must be acknowledged on the out-
side of the bid envelope. The suc-
cessful, responsible Bidder will be
required to sign the Contract and fur-
nish the appropriate performance
and payment bonds in the amount of
the total bid, and in accordance with,
the State of North Dakota. The bond
is required in order to secure the
performance obligations of the Con-
tractor. The Contract will not be exe-
cuted, nor will work begin, should
the successful Bidder fail to furnish
the performance and payment
bonds required. This Contract shall
be subject to liquidated damages as
stated in the bidding documents,
which will be charged against the
contractor for each day past the
completion date stated in the Con-
tract or as amended by change ord-
er. Bidding documents for the pro-
ject may be viewed at the CDM
Smith Disaster Recovery Office or
Minot’s Builder’s Exchange. Bidding
documents may be obtained at the
CDM Smith Disaster Recovery Of-
fice located at the Arrowhead Mall,
1600 2nd Ave SW, Suite 27, Minot,
North Dakota. Bid proposals must
be submitted on the forms provided.
A mandatory pre-bid conference will
be held at the City Hall located at
515 2nd Ave SW, Minot, North
Dakota at 10:00 A.M. (CST) on July
31, 2019 to discuss the bidding do-
cuments, followed by site visits to
the project sites.
Sealed bids will be received up to
the hour of 10:00 A.M. (CST) on Au-
gust 7, 2019, at the City Hall. All
bids will be opened at 10:00 A.M. on
the same day. The project is being
funded, in part, with CDBG-DR
funds. Therefore, the Bidder will be
required to comply with all Federal,
State, and Local regulations. These
requirements include compliance
with Section 3 employment plan,
and the Contractor must ensure that
employees and applicants for em-
ployment are not discriminated
against because of their race, color,
religion, sex or national origin. The
City of Minot reserves the right to
determine the lowest responsible
and eligible bidder, to waive irregu-

The Board and administration re-
viewed the bills and financial re-
ports. Motion was made by
Pank/Hennessy to accept the gen-
eral and building fund bills and the
revenue and expense reports. All
yes. MC. The Hot Lunch report dat-
ed 5/31/2019 was approved with a
motion by Hennessy/Brown. All yes.
MC. Board member Deaver arrived.
Motion was made by Brown/Pank to
approve the open enrollment agree-
ment for one student to attend Lewis
and Clark NSP. All yes. MC. Motion
was made by Hennessy/Deaver to
approve the open enrollment agree-
ment for one student to attend Minot
from the Lewis and Clark Berthold
School. All yes. MC. Board dis-
cussed some policy updates. Motion
was made by Brown/Pank to rescind
the present policies ABBA; BBBA,
ACEA and KAB. All yes. MC. Motion
was made by Hennessy/Pank to ap-
prove for first reading the new or up-
dated board policies ABBA; ACBF,
BBBA, ABCE, DJA and KAB. All
yes. MC. Berthold PTO parent
Sarah Babinchak presented a quote
on a playground fence from Dakota
Fence for 988 feet at 6 foot high and
with 3 gates. Board discussed the
funds for the NSP fence. Board
member Engelhard arrived. Board
suggested that she get a few more
option on the fence project. NSP
Math teacher Trent Sherven dis-
cussed with the board his request to
be released from his 2019-20 teach-
ing contract. Discussion followed.
Brown moved the release Trent
Sherven from his contract for the
19/20 school year. Discussion. Mo-
tion died for lack of a second. Board
members Engelhard/Deaver moved
to table the discussion until the end
of the meeting. All yes. MC. A report
was reviewed from Athletic Director
Brown, We still need a volleyball
coach and NSP will have enough
players for one girls 7/8 team. The
Daktronics Video Board presentation
was discussed. Mr. Ritteman this we
should wait until we know we have
the dollars up front instead of worry-
ing about sponsorships. Board con-
sensus to not purse at this time. Su-
perintendent Ritteman shared that
we will receive a $94,000 grant to
cover the cameras and fobs in both
building. He also discussed the
music position in NSP. Motion was
made by Engelhard/Hennessy to
hire Dana Halvorson as Lewis and
Clark Berthold Special Education
teacher for 2019-2020. All yes. MC.
Board discussed school properties.
There has been a request to lease a
lot from the district. Tabled until July
and check to with legal services.
Mr. Ritteman presented a quote
from Valuations Northwest to
prepare an asset report for the
whole district. The last one was
done in 2004. Motion was made by
Hennessy/Engelhard to approve the
estimate of $9,000 from Valuations
Northwest. All yes. MC. Summer
repair projects were discussed. Mo-
tion by Hennessy/Pank to approve
the roof repairs as quoted by
Tecta-America for both schools for
$15,200. All yes. MC. Motion was
made by Hennessy/Engelhard to ap-
prove as 2nd reading the Lewis and
Clark Elementary Handbook. All
yes. MC. Motion was made by
Brown/Hennessy to approve as 2nd
reading the Lewis and Clark High
School Handbook. All yes. MC.
Board continued discussion on Trent
Sherven’s request for release from
his teaching contract to accept a
principal job in another district. They
discussed the difficulty of replacing a
math teacher verses not wanted to
hold back an individual from a better
position. Board member Hennessy
feels our student needs should
come first. Motion was made by
Brown/Pank to release Trent Sher-
ven from his teaching contract for
2019-20. On roll call vote: Engelhard
– yes; Deaver yes; Hennessy no;
Troy yes; Brown yes; Erickson no.
MC 4-2. School Board Election
results were now canvassed by the
board. Motion by Hennessy/Pank to
approve the school board canvas of
the Lewis and Clark #161 board
member election as follows:
representing Old Berthold position
(three year term) as winner was
Travis Engelhard with 55 votes;
representing Old Plaza position
(three year term) as winner was
Brenda Borwn with 52 votes and
publishing of school board minutes
received 49 yes votes. All yes. MC.

to approve the principals and busi-
ness manager’s contracts for
2019-20. All yes. MC. With no furth-
